Improvement of Housing Legislation Considered in Uzbekistan
OREANDA-NEWS. July 18, 2011. The Committee of the Legislative Chamber of the Oliy Majlis of Uzbekistan for Industry, Construction and Trade held a session to discuss the current legislation in the field of housing relations and its further development.
The participants said that in the country during the years of independence wide-scale reforms in the sphere of housing construction aimed at improving the welfare and people’s lives were held.
The necessary legal framework regulating this area was formed. In particular, the Housing, Town Planning, Tax and Civil Codes were adopted, as well as the Law “On Rent”, and President’s resolutions on the expansion of contract work on reconstruction and repairs of housing and on expansion of housing construction in rural areas.
The Concept of further deepening democratic reforms and the formation of civil society in the country of the President Islam Karimov states that many present laws require serious revision with consideration of the new realities.
At the session, issues of allocation of land for housing, and construction and replanning of residential and commercial premises were considered. It was noted that there still were many cases when homeowners make unauthorized replannings in their apartments, without a specific project or professional evaluation, which leads to reduced aseismic stability.
The session participants developed recommendations on the improvement of the existing legislation in the field of housing relations.
