OREANDA-NEWS. July 15, 2011. The Ministry of Economic Development and Trade of Ukraine will incur a role of an innovator and a generator of ideas on maintenance of transition to strategic management at the state, regional and corporate levels.

This was started by the First vice Prime Minister – Minister of Economic Development and Trade Andriy Kyuyev speaking at the enlarged meeting of the Board of the Ministry of Economic Development and Trade.

Andriy Klyuyev noted, that process of scale reforming of the Ministry of Economic approaches to logical completion.

According to the First vice Prime Minister, transition of the state to strategic planning is begun with development of the project of the State program of economic and social development of Ukraine for 2012 which today has been presented at the session of the board.

"We for the first time have changed the conceptual approach to preparation of such documents. In the spring the Government had been accepted the Concept of the given program on the basis of which positions there were begun budgetary process of 2012", - Andriy Klyuyev declared. As he said, development of the annual Program provided the way to carry out approbation of new approaches to state planning, which also aims to move to the system "governance, based on the result".

"The main thing, that we have begun this work on an initial stage together with regions. On the basis of a comprehensive analysis of social and economic position of each separately taken region, its industrial-resource potential, the specified demands and possibilities, we have constructed vision of progress of the state as a whole", - Andrіy Klyuyev declared.

He expressed belief that the balanced document which defines tactics, consecutive actions of the Government, central and local enforcement authorities for the next year is prepared.

The First vice Prime Minister addressed to the experts, to the representatives of public organizations with a call to express the opinion, to provide remarks and offers which will improve the project of the Program.

Andriy Klyuyev declared, that on the basis of turned out experience the Ministry of Economic Development and Trade begins work on development of the new program of social and economic progress for the intermediate term - "scheduled year plus two years " which becomes a basis for budgetary planning in the state.

Today we need a scientific support of processes of reforming of domestic economy, and eventually - constructions of a new system of the state management and strategic forecasting and planning", - the First vice Prime Minister - Minister of economic development and trade of Ukraine emphasized.
