DTEK and USAID Started MHR Project in Dnepropetrovsk
OREANDA-NEWS. July 14, 2011. DTEK, the City Council of Dnepropetrovsk and the USAID Municipal Heating Reform (MHR) Project signed a Memorandum on Cooperation in improvement of the heating system and energy efficiency of Dnepropetrovsk city.
Cooperation of the municipal authority with USAID will include staff training, creation of a Municipal Energy Plan, energy audits of standard buildings and heating systems, research and implementation of standard projects for installation of heat metering and control systems, demonstrational joint implementation projects for energy efficiency, assistance in creation of apartment blocks joint owners associations as well as publicity campaign on energy efficiency. DTEK will provide financial support to the action plan suggested by USAID.
A similar project on heat supply system reforming was launched in 2010 in Kurakhovo, the home to Kurakhovskaya TPP of Vostokenergo (DTEK). A system of energy planning and energy efficiency is being introduced in the town. Total amount of joint investments into the project reached UAH 2.4 million in 2010. A long term investment programme for energy efficiency was developed within the projects amounts to the total of UAH 42 million.
The similar programme was launched in Pavlograd following the Town Council, coal producing company Pavlogradugol (DTEK) and USAID Project on Municipal Heating Reform in Ukraine had signed the Memorandum of Cooperation to improve heat supply and energy efficiency in Pavlograd on February 9, 2011.
“Efficient heat supply system is a problem for almost all Ukrainian cities as well as towns. Obvious success of joint energy efficiency programmes in Kurakhovo and Pavlograd demonstrated DTEK to be on the right track and should continue participation in similar projects in other towns of the company’s operations. We have clearly seen that joint efforts of municipal administration, heat supplying enterprises and citizens supported by international experience help us to find real ways to improve the situation,” Aleksandr Tolkach, DTEK’s Director for External Affairs, said.
Andrey Mitskan, Deputy Director of the USAID Project on Municipal Heating Reform in Ukraine, pointed out: “The USAID project will bring the most advanced European and American energy audit and energy management methods, will assist city in developing the Municipal Energy Plan. It will be used as the basis for attracting investments from private companies and international financial institutions. The three-party partnership will help improve the quality and reliability of heating services for the city residents.”
