OREANDA-NEWS. July 13, 2011. The Government constantly worked on creation of system of spurs to increase energy efficiency of economy and social area of Ukraine, the First vice Prime Minister - Minister of Economic Development and Trade of Ukraine Andriy Klyuyev said this in an interview to journalists.

As an example, he gave recently accepted by the Parliament and signed by the President, the Law "On maintenance of the commercial account of natural gas". Andriy Klyuyev declared that the law would stimulate both suppliers of gas, and the population to set gas-meters. It would be done, as due to the companies delivering gas, and due to means of appropriating budgets. Except of obligative norms stipulated in this law, the Government planed to realize system of additional spurs. Such spurs, for example, were stipulated in the variations accepted in the Tax Code, Andrey Klyuyev informed.

Except it was accepted the norm which causes introduction in operation new build or the reconstructed block of flats or commercial objects which were equipped by systems of gas supply, only if there were gas-meters, the First vice Prime Minister informed.

As he said, until recently more than 5 million consumers paid for gas under specifications, irrespective of actual volumes of its consumption – up to 40 % of habitation it has not equipped by gas-meters yet. Differently, nearby 4 billion cubic metre or about 20 % of the gas consumed by the population, was not considered by meters, Andriy Klyuyev declared. According to him, it was repeatedly proved, that availability of a meter in the majority of cases stimulates to savings and reduction of abuses, therefore the country was obliged to solve this problem, finally. Andriy Klyuyev declared that by 2018 year 100 % of consumers should be equipped by devices of the account.

The First vice Prime Minister also noted that steps on increase of energy efficiency of the country are done practically routinely. He informed that variations to the Tax Code disposed to realization of investment programs on progress of a fuel and energy complex – on construction or modernization of electric systems, power stations, heating plants, gas mains.

Besides it according to Andriy Klyuyev, by the document the profit of the companies of water and heat supplies and drainage systems is released from the taxation which within the limits of investment projects direct on construction, reconstruction or modernization of these objects of a municipal services. It was only one of set of necessary steps for acceleration of modernization of an infrastructure of housing and communal services, Andriy Klyuyev declared.

He also noted that the norms put into the Tax Code and these norms stimulate extraction of energy resources on sites of bowels which were characterized by complex geological conditions, as well as that earlier were considered developed. He explained, that progress of technologies on extraction of hydrocarbons allows beginning once again extraction on the dormant deposits. Thus, the Government expected to involve the international investors with new technologies, Andriy Klyuyev declared.
