The deterioration of a crop of winter and spring wheat in the Kirovograd, Cherkasy, Odesa, Vinnitsa, Kyiv, Mykolaiv and Dnepropetrovsk regions is predicted.

But, owing to improvement of a condition of crops of a corn, on tentative estimations, it is possible to make up for losses of grain of grains of cultures which can arise because of complex weather conditions.

And for this purpose it is necessary to put a maximum of efforts - from the total gross harvest will depend on the level of satisfaction of internal demands for grain that it is necessary to provide first of all; volumes of its shipment on export and financial results of all subjects of the grain market of the country. And first of all - the level of ours farmers.

Given the complexities of this year, I want to appeal to the National bank to facilitate the extension of previously granted credits to agricultural producers and corporations that operate in this market.

The amount of credits to the village exceeded 32 billion UAH, including up to 1 year - 12.3 billion UAH.

According to the information on places, given the adverse weather conditions, some commercial banks insist on early repayment of loans, that is prior to the beginning of reception of means from realization of a crop.

Therefore I have a request to the National Bank - handled the matter with representatives of commercial banks so that we can properly credit our producers.

I also appeal to the leader of Ministry of agrarian policy and food and heads of region to provide clarification of the expected yield and the provision of the necessary supplies of food grain to Agrarian Fund and regional funds and State Reserve to supply the required amount of grain.

If it is necessary we have to ensure inter-regional supply of cereals for full coverage needs of the regions.

A special order - thoroughly investigate the presence of last year's transition of residues of grain to the volumes, quality and storage areas. Questions to the Ministry of Agrarian Policy and Food: how much we still have products in 2010?

The important question is the formation of purchasing prices for grain of this harvest and other agricultural products.

The average selling price of agricultural crop production in all areas of implementation in January-May 2011 compared with the corresponding period last year raised almost half.

Essential fluctuations the prices for grain crops of a crop of the last year because of increase of demand of a foreign market have undergone. But now, before mass offers of grain of a new crop, the prices have sharply fallen off. This puts at a disadvantage agricultural producers and state.

Therefore I order the Ministry of Agrarian Policy and Food and the Ministry of Economic Development and Trade to take additional measures to maintain the purchasing prices for domestic grain to at least break-even level.

Next. The role of the Agrarian Fund should also be increased in this issue. As the state, during the highest grain supply, have to use a mechanism of financial interventions, as provided by law.

Therefore, the Agrarian Fund in order to ensure price stability in the grain market, have to purchase grain from the harvest 2011 in the estimated amount - about 3 million tons.

Prices for purchases of grain to the state intervention fund established by the state are above market and guarantee to an agricultural producer high level of the profitability.

Let me remind you: in the spring of Agrarian Fund started to enter into forward agreements with farmers to supply grain to the state intervention fund.

Total volume of transactions amounted to 860 thousand tons worth 1.5 billion UAH. Thus the agrarians were received 70% of this means in advance. The remaining funds will be paid after delivery of grain to the Agrarian Fund.

At the same time I want to pay attention of the Ministry of Agrarian Policy an the Agrarian Fund on delaying with holding of the tenders on purchase of grain.

At the same time I want to draw attention the Ministry of Agrarian Policy and Food and the Agricultural Fund for delays in tendering for the purchase of grain at a spot.

The instruction to the Ministry of Finance to provide funding for the purchase of grain by the Agrarian Fund in full as provided in the Law of Ukraine "On State Budget for 2011".

The provision of harvesting by fuel and lubricants is the following question, which I would like to emphasize.

Technological needs of farmers during harvesting of early grain and leguminous are over 470 thousand tons of diesel fuel and 137 tons of gasoline.

As of July 5, 2011 farmers have accumulated 343 thousand tons of diesel fuel - 73% of the needs to harvest and 97 tons of gasoline (71%), which is 2% more than last year.

But the worst is equipped with fuel ARC (29% diesel and 42% gasoline), the best - Dnipropetrovsk (90% and 87%), Zakarpattya (89% and 83%) and Kherson (85% and 82%) regions.

The instruction to the heads of Crimea and other regions where there is insufficient fuel supply of agricultural works, together with the Ministry of energy and Coal Industry and "Naftogaz Ukraine" to resolve the matter in the short term.

Next question is a payment of gas consumed. Within six months, municipal heating enterprises consumed natural gas worth almost 9.0 billion UAH. Totally paid is 6.8 billion UAH including current consumption - 5.8 billion UAH.

Average settlements in Ukraine are 65%.

Extremely poor estimates for gas consumption since the beginning of this year in the following regions: Zakarpattya region (25%), Luhansk (47%), Donetsk (51%), Sevastopol (40%) and ARC (49%).

Dept for the current year is over 3 billion.

I gave orders to the MIA, the Ministry of Infrastructure, the Ministry of Emergency Situation, the Ministry of Health, the Ministry of Social Policy, the Ministry of Finance, the Ukravtodor and Kharkiv regional state administration to establish of the interdepartmental commission to determine the causes and consequences and to assist victims and family members of victims.

I draw your attention that recently the central and local executive authorities, the Government had given orders to consider the results of the first half year at board meetings and accordingly report to the Cabinet of Ministers.

On the agenda. It will be considered 43 draft acts.

Among them:

1. The draft Laws of Ukraine "On the list of permits in the area of economic activity" and "On Amendments to Some Laws of Ukraine on licensing certain types of business." This applies for deregulation of the economy of our country.

2. Will be approved the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Turkey on the organization of international direct freight rail-ferry service between Ukraine and Turkey.

3. In order to encourage athletes and coaches with successful appearances on official international competitions will be decided to increase remuneration champions and winners by 3-4 times.

4. For emergency response, which has happened on the sewers in the city of Kherson, at today's meeting will be decided to allocate funds for necessary emergency and recovery operations.

5. In order to strengthen social assistance the Government of Ukraine will revise the procedure for appointing and providing subsidies for reimbursement for housing and communal services, purchase of liquefied gas, solid fuel stove. It will be simplified conditions and procedure for granting subsidies.
