Traditional Oil Summit Held in Tatarstan
OREANDA-NEWS. July 04, 2011. An annual traditional summit of oil companies' management with participation of Rustam Minnikhanov, President of the Republic of Tatarstan, was held, reported the press-centre of TATNEFT.
The oil forum was attended by Sergei Kudryashov, Deputy Energy Minister of Russia, Farid Mukhametshin, State Council Chairman of the Republic of Tatarstan, Ilshat Fardiev, Minister of Energy of the Republic of Tatarstan, a number of federal agencies' territorial administration heads, heads of cities and areas of the oil region of the Republic of Tatarstan, general directors of the largest petrochemical companies, officials of the Presidential Office of the Republic of Tatarstan and Tatarstan Republic Government. The participants discussed current issues of Tatarstan oil industry and the prospects for its further development.
Prior to the beginning of the event the participants had visited the exhibition of advanced technologies offered by TATNEFT and RITEK. The exposition display of TATNEFT included new developments of the Company in the area of complex design well construction, downhole gravity separation of crude oil and produced water with a separate lift to the surface and water injection at the same cluster of wells, utilization of associated petroleum gas with electric power generation and others.
A report on the results of small oil companies of Tatarstan operation in the first half of 2011 was made at the meeting by Fanis Valiev, General Director of Nefteconsortium. He noted in his report that to increase crude oil production Tatarstan oil companies require governmental support in implementing enhanced oil recovery methods.
The results of TATNEFT operation for the same period were presented to the audience by Shafagat Takhautdinov, General Director of TATNEFT. TATNEFT produced 12 million 857 thousand tons of crude oil during 6 months of this year, which is 42 thousand tons more than last year. The Company penetrated 250 thousand meters of rock. 142 producing wells with an average production rate of 9.2 tons per day were put into operation.
Proceeds from sales of TATNEFT products are expected to total 154 billion rubles. The consolidated budget of RT will be credited with more than 12 billion rubles, which is 1.6 times higher than the amount credited for the same period last year.
In his report Shafagat Takhautdinov also noted that a further increase in crude oil production today is associated with development of small fields and the fields with hard-to-recover reserves, which requires substantial funds for construction and operation. Government support is required for their development.
Ilshat Fardiev, Deputy Prime Minister of the Republic of Tatarstan - Minister of Energy of the Republic of Tatarstan briefed the summit participants on the concept of the Energy Strategy of the Republic of Tatarstan till 2030. Prospects for development of the oil industry of the Republic of Tatarstan till 2030 were presented at the summit by R. Muslimov, Consultant of the President of the Republic of Tatarstan. The audience was also presented reports on the results of an innovative engineering design by the example of Stepnoozerskoye oil field (Tatnefteotdacha) and results of operations and prospects of development of Alloil, an independent oil company.
Sergei Kudryashov, Deputy Energy Minister of the Russian Federation, said that his participation in the summit allowed him to keep abreast of the new developments of the oilmen in Tatarstan. He informed the meeting about new steps of the Russian Energy Ministry regarding the development of crude oil production and refining.
The oil summit meetings with participation of management of the Republic of Tatarstan have been held in Tatarstan since 2001. The tradition of arranging these annual summer gatherings of the oilmen originated with the purpose of elaborating a consolidated position of the Tatarstan authorities and the oil companies with regard to further development of the oil industry of Tatarstan and the industry branch as a whole.
In 2011 it was decided to move the venue of the summit from Yelabuga region to "Neptune" recreation camp area on the shore of Karabash water reservoir.
The Tatarstan summit has been and remains a platform for discussing current problems of the petroleum industry branch of Tatarstan and the prospects for its further development. Among the issues discussed there were a pilot development of extra-viscous (bituminous) oil deposits, petrochemicals, crude oil refining, energy and resource conservation, development of small fields and hard-to-recover reserves, introduction of technologies for enhanced oil recovery, state support of crude oil production from the fields at the late stage of development, improvement of the legislation in the field of subsoil use and others.
The joint coordinated efforts of the Republican and municipal authorities, TATNEFT and independent oil companies, joint discussion of the problems and a constructive dialogue with the representatives of the government allow successful working in the framework of the overall industry branch development strategy and performing a rational and effective exploitation of the oil fields of the Republic.
