Ukraine Develops Law on Pension Reform
OREANDA-NEWS. June 09, 2011. The law on pension reform with probability of 99 % will be voted by People's Deputies up to the end of the parliamentary session. It was declared today by the vice Prime Minister of Ukraine - Minister of social policy Sergiy Tigipko during the meeting with the journalists, the pension reform devoted to questions.
In opinion of the official, in carrying out of pension reform pensioners are most interested.
"At completion of the bill on the pension reforms the Government has gone on serious concessions, eleven basic variations have been brought in the law, beginning from introduction of disposable payment at an output on pension to doctors, teachers and workers of social area and finishing simplification of the mechanism of recalculation of pension", - Sergiy Tigipko informed.
According to the vice Prime Minister, these variations are coordinated both with trade unions, and with employers, and the Government will not admit a situation when norms of the law on pension reform will be worsened between the first and second reading. In particular, Sergiy Tigipko will insist on introduction of the maximal pension at a rate of ten living wages.
"In the first version of the bill we suggested to limit pensions to 12 minima, but by results of public discussion now we have registered restrictions at a level 10. The maximal pension in Ukraine after carrying out of reform will not exceed 7640 UAH and in the end of year the size of the maximal pension will be raised up to 8000 UAH. Moreover, the Government suggests to distribute this norm and on those pensioners by whom high pensions are already appointed - now such pensions receive 14 400 persons", - Sergiy Tigipko emphasized.
This offer criticizes a part of People's Deputies, in particular representatives of the Communist party who mark illegality of this innovation. The greatest criticism from communists is caused with norm of the bill which does not allow working deputies of a pension age to receive at the same time both salary, and special pension – this offer of the Government clings interests of several tens deputies-pensioners.
"Restriction of pension exists almost in all European countries, and it is unfair, when 60% of pensioners receive less thousand UAH in a month, and some thousand pensioners receive monthly tens thousand UAH", - vice Prime Minister emphasized.
