OREANDA-NEWS. June 06, 2011. The organization - applicant no later than 1 July of the year preceding the year in which it is planned to transfer the facilities to rent to territorial network organizations

The Russian government has approved the rules of the transfer of transmission facilities included in the unified national (All-Russian) electrical network, for rent to territorial network organizations.

Corresponding decision N 1173 was signed by Prime Minister Vladimir Putin on December 27, 2010.

According to the document, approval of the transfer of facilities to rent to territorial network organizations is annually made by the Ministry of Energy.

The organization - applicant no later than 1 July of the year preceding the year in which it is planned to transfer the facilities to rent to territorial network organizations (in 2011 - no later than June 1, 2011), send in the Ministry of Energy the application on transmission facilities to rent to territorial network organizations and the required documents.

Ministry of Energy within 3 working days from the date of receipt of application shall send a copy of the application and accompanying documents to the authority of the Russian Federation on whose territory there are appropriate facilities, for consideration.

The authority within 20 working days from receipt of such copies shall, in accordance with the guidelines approved by the FTS, make the evaluation of the influence of refuse of transfer of each object, and all offered to rent to the territorial network organization at the level of prices (tariffs ) for electric energy (power) in the subject of Russian Federation  and sends to the Ministry of Energy an opinion.

Ministry of Energy no later than 40 working days from receipt of the application shall make the decision on approval or on refusal of transmission of the facilities to rent to local transmission organizations, for each facility separately.
