Parliament of Armenia Held Hearings on Urban Development
OREANDA-NEWS. June 01, 2011. On May 31 the NA Standing Committee on Territorial Management and Local Self-Government organized parliamentary hearings, where the package of bills “On making Amendments and Addenda to the RA Law on Urban Development”, “On making Amendments and Addenda to the RA Law on Local Self-Government”, “On making Amendments and Addenda to the RA Land Code”, “On making Amendments and Addenda to the RA Law on Local Self-Government in Yerevan city”, “On making Amendment and Addendum on Administrative Infringements” and “On making Amendments to the RA Law on State Fee” was considered.
Opening the hearings the Committee Chairman Hovhannes Margaryan informed that the package of bills had passed the first reading, and there had been a proposal to update the package through parliamentary hearings and consideration before the second reading.
Deputies, assignees from the RA Ministry of Urban Development, heads of communities, NGO representatives and journalists were taking part in the debate.
The key speaker, Ruzanna Alaverdyan, the RA Deputy Minister of Urban Development, presented the main goal and issues of the package.
During the exchange of thoughts session the deputies, participating in the hearings, noted that the legislation of urban development sphere had numerous loopholes, among them were the absence of the Law on control and oversight of the urban development field. In response to this, the RA Minister of Urban Development Vardan Vardanyan reported that a bill had already been drawn up, which would soon be submitted to the consideration of the National Assembly.
Summing up the hearings the Committee Chairman Hovhannes Margaryan proposed those present to come up with written recommendations, which would be debated and encompassed in the draft law in case of necessity.
