Ukrainian Officials Call for Land Reform
OREANDA-NEWS. June 01, 2011. To keep the Ukrainian village and do not leave a peasant without land share it is possible only in conditions of completion of the land reform. Such opinion Minister of Agrarian Policy and Trade of Ukraine Mykola Prysyazhnyuk sounded during the air of the program "TSN-Week with Alla Masur" on the TV channel "1+1". With introduction of variations which offers Ministry of Agrarian Policy and Trade, the owner of the land share will receive the legitimate right to dispose of the land at own discretion and to earn on it money.
"With the purposes of performance of section "Progress of an agriculture and land reform" of the Program of economic reforms of the President on 2010 - 2014 "The rich society, competitive economy, the effective state" today it is on the agenda a problem of completion of land reform. For this purpose first of all it is necessary to pass the law "On the agrarian cadastre" and the law "On the market of land"", - Mykola Prysyazhnyuk informed.
According to the Minister, the market of land is a guarantee of a constitutional right of each peasant to sell, lease or hand down the land.
"No one is obliged by someone to sell the land. In fact the most important at completion of the Land Reform, and this task set by the President Viktor Yanukovych – do not leave a Ukrainian peasant without land share. Currently 32% of Ukrainian population lives in rural areas. Our task is to preserve the Ukrainian countryside, to pause the disappearance of the Ukrainian village from map, because the village is one of the essential components of the model of Ukrainian society. However revival of rural territories is impossible without land reform", - Mykola Prysyazhnyuk emphasized.
Minister noted, even today when the moratorium on sale of land operates, land shares are the goods which buy and sell, using lacks of the current legislation.
"The shadow market, on which owners of land shares are compelled to agree, leaves the peasant both without the ground, and without money. In fact owners of land shares do not receive the actual price for the goods, speculators make profit only. Such wilfulness in a turn of the agricultural grounds ruins the Ukrainian village and plunders the peasant. Annually disappears from map 10-15 villages. A demography - in a crisis condition", - the Minister of Agrarian Policy and Trade emphasized.
