OREANDA-NEWS. May 30, 2011. Till August of current year the Working Group at the President of Ukraine concerning reforming territorial bodies of authorities will prepare offers on realization of the second stage of the administrative reform in the country - perfection of the organization of executive authority at a local level.

The first session of the group on this question took place on May, 26th under presidency of Minister of Justice Oleksander Lavrynovych.

According to the Minister of Justice, the Working Group will lead the detailed analysis of the organization of executive authority at a local level.

As a result, it is planned to work out preliminary offers for the President concerning review of superfluous and duplicating functions. Also it will be worked out the offer on optimization of distribution of functions between territorial enforcement authorities and local state administrations, including on liquidation of separate territorial enforcement authorities and transfers of their functions to the local state administrations.

The result of reforming, according to the Minister, should be optimization of the state management at a territorial level, savings of budgetary funds and optimization of personnel potential.

The Minister also informed, that during preparation of offers on reforming executive authority at a local level in several pilot regions and districts the consultations of representatives of territorial bodies of the central authorities and structural divisions of the local state administrations of objective of specification of the project of target model of the organization of executive authority at a local level will be hold.

As was said the Working Group on legislative and institutional maintenance of reforms was formed under the Committee on economic reforms by the Decree of the President dated February 26th, 2010.

The Working Group which prepares offers on reforming the state management, headed by Justice Minister Oleksandr Lavrynovych.

Within the framework of the first stage of the administrative reform the Working Group had been developed offers on optimization of system of the central enforcement authorities and public service.
