OREANDA-NEWS. May 26, 2011. School year comes to an end. Of course, as always, we are obliged to make for children a holiday. Therefore I ask all members of the Government to plan trips to the regions to which they are fixed, on "last calls" - to congratulate graduates of schools and high schools, to wish a happy future for our children, to note leaders of training and to thank teachers for their self-denying work.

As well as study a state of affairs, to find out essential problems in education in the regions and make suggestions to the government to solve them.

At the same time preparation for new academic year begins. Now we can allocate for it of much more resources, than in the past to year. The Ministry of Education and Science, Youth and Sports has developed a plan of preparation of educational institutions to new an educational season. As in its execution will not only participate the profile ministry, but also builders, doctors, power engineer, local administrations, etc., the Cabinet of Ministers takes under the special control that in the autumn countrywide children have come to the repaired, equipped, warm classes. And I'd like to sound the primary goals and timeframes of their performance which the Government will estimate.

Till June, 15th it should be thoroughly reviewed and concretize carefully the order for textbooks for general educational institutions - given the actual number of students which will sit at school desks in the autumn. Each pupil should have a full set of textbooks. Not later on September, 10th all textbooks should be in hands of pupils.

What can be done to attract the interest of educators, we do. I recall that during the current year teachers' salary of the highest category increased 340 USD and will be about 2700 USD.

Till August, 25th it is necessary to fill staff of teachers of preschool and general educational institutions. What can be done to attract the interest of teachers, we do. I shall remind, that within current year the salary of teachers of the highest category will be increased on 340 UAH and will be about 2700 UAH.

I would also emphasize, that this year we for the first time pose the problem, that all teachers, 100 % of workers of general educational institutions - though in city or village – will be able to use a computer, know bases of information-communicative technologies. Consequently, except of vacations and rest teachers should learn, raise qualification. The Ministry of Education and Science, Youth and Sports should provide this process not to the detriment of rest of educational staff.

On August, 27-30 is scheduled meeting of the Board of the Ministry of Education, Youth and Sport of the Autonomous Republic of Crimea, education and science departments of regional state administrations, August conference of the teaching staff. It should be fundamentally assess the state of preparations for the school year and take the last steps that as they say "all tails to tighten".

In particular, we have set the task during a maximum of two years everywhere to organize education posses in one session. By the way, in Kiev such reform was made in 2003. This enabled us to better organize the educational process in schools, to take control of visiting lessons, and parents become safer for their children.

But till now in more than one thousand general educational institutions (it is about 6% from total) classes are held in two sessions. Their greatest number is in a Sevastopol (20 %), in Rovne (15%), in Autonomous republic Crimea (14%), Zakarpatya (14%), Lugansk (8%), Donetsk (8%) regions. I pay attention of heads of regions that they will take part in the decision of this problem.

The second session at school should become the passed stage.

Also by September 1, we should assess preparations for the heating season and to October 1 to complete schools for the autumn-winter period. The feature of this year is that there were additional financial resources, investment opportunities (due to "green investment") to implement energy efficiency in schools. All these possibilities should be used in full and on time: to modernize the boiler, to put double-glazed windows, to warm facades and networks and so on.

I warn, that for heat at schools we shall ask severely. The same as for heat in hospitals and outpatient hospitals it is a critical position for us. Special attention I require to turn on boarding schools. There are no parents who if necessary will substitute a shoulder in preparation for academic year.

In this year we plan to bay 250 school buses. In July, the tender procedure ends, therefore, I demand that the Ministry of Education, Youth and Sport achieved, that by September, 1st all school buses already were on their rout and pick up children on the first bell.

Especially I wish to emphasize, that modernization of educational institutions is not seasonal campaign, and now permanent work. The economy starts working and leaving crisis. We have created tax spurs in investment activity. Consequently, budgetary funds will increase.

The Ministry of Education and Science, Youth and Sports and the Ministry of Finance, together with trade unions of educators and public organizations now have to develop the Government's proposals: how we raise salaries of teachers in 2012, in 2013, in 2014 - and so on. How many modern schools build in 2012, in 2013, in 2014 and so on. How we will adapt the curriculum to the demands of society, if there are new professions and new jobs. How we will ensure not only knowledge but also physical, cultural development for our children.

The society should know all this. And see, where we go in transformations of an education system.

As a whole the analysis of validity of tariffs for housing-and-municipal services countrywide is completed. Not only that it was huge work on volume of papers which have produced local authorities, the municipal organizations, also it is necessary to note, that the state of affairs in this area can be compared to the chronic illness. We have found out, where it is necessary to liquidate unreasonable tariffs to clean a numerous difference of tariffs in different regions and cities. The Government should approve unified algorithm of calculation of fair tariffs and strictly control that it everywhere was maintained.

The next session of the Cabinet of Ministers on June 1 we devote to this important issue. We shall hear the profile Ministry and heads of local authorities who have allowed chaos in the tariff sphere. We shall make a decision and personnel in particular.

What we finally shall do? Neatly and affordably say to people: here is how it is necessary to count tariffs. Check, supervise the local authorities; require the report for each penny which you have paid to communal services.

The public has already helped us to understand the situation. It is thanks to her we found that, for example, residents of homes located nearby, "cross" pay cleaning of the same local area. That is, two-four times (depending on that, how many around of houses) residents pay for cleaning of territory. But it would be sterile for such money! Certainly, communal services staff schemers will receive for such know-how on merits. But why all this was possible?

The Government would destroy such system. The help of the public in this question we will need to continue. The main thing, that result will be evident and fair: in many instances tariffs will manage to be lowered. Anyway, the Government and citizens will have the mechanism preventing unreasonable increases in rates. In addition we will develop a legal mechanism for reporting to consumers of utility services and introduce it nationwide. I authorize Olexander Lavrynovych ordered the Ministry of Justice to submit for consideration the Governments the offer in this regard.

The next question.
In fact the sowing-time of 2011 is completed. What to note? The areas under the basic cultures which traditionally consume the Ukrainian will provide our demand.
 
Now is being care and feeding of plants. Farmers this year brought a record number of fertilizers since independence: 78 kg of active ingredient per 1 hectare of land. Last year the fertilizer was brought 51 kg per 1 hectare of land. That is, for the first time we have broken the tendency when we take from the ground a scoop, and we put a teaspoon. But it is far from science-based standards, which is about 160 kg. active ingredient per hectare. Our country, which is one of the leaders of fertilizer in the region, can to achieve such standards. So I commend the Ministry of Agricultural Policy and Food and the Ministry of Energy and Coal Industry to develop long-term government program of maintenance of an agrarian complex of Ukraine fertilizers, first of all a domestic production.

For carrying out of the sowing campaign 2011 domestic famer have involved three times more proceeds of credit, than in last year. And also invested 27.5 billion UAH own resources, almost 2 billion more than last marketing year. In consideration of loans involved in the state budget provided 531 million UAH. In addition, the Ministry of Agricultural Policy and Food proposes to allocate additional half billion under other article of the budget to support the domestic manufacturer. We shall consider this offer.

The Government continues hearing heads of regional administration about their work on modern infrastructure and wholesale storage of fruits and vegetables.

At today’ session we will listen to the heads of the Kiev and Harkiv Regional State Administration on the completion of our two largest cities to provide the population with fresh vegetables and fruits at reasonable prices, and the Zakarpattya Regional State Administration - one of the leading manufacturers of early vegetables.

On the agenda.
May 9, 2011 came into force on the Law of Ukraine "On access to public information”. And in this short time the Government Secretariat has received about fifty requests for information. It is easy to predict that this number will be growing.

The resolution, which the government will consider today, determines the mechanism of processing executive information requests. The Government introduces a typical form request for information and regulations of preparation and filing of such requests, for which central and local authorities adopt their own acts. The Government establishes effective control over the execution of requests for access to public information that are the Cabinet of Ministers of Ukraine, central and local executive bodies.

To implement the Law and the Decree of the President in the Department of Information of the Secretariat of the Government was created Office to provide access to public information.

Today we decide to increase the amount of monetary compensation for nutrition of children who study at schools, colleges, vocational schools and technical schools.

Thus, monthly payments to children who for whatever reason not to eat in the canteen of the education, increase in average 4 times.

Also will be defined mechanism benefits from free parking and storage of vehicles: the disabled, their families and legal representatives disabled.

Important, socially resonant solutions - changes to the registration, re-registration and accounting people seeking work, and unemployed.

In particular, it is proposed: optimizing the list of documents required for registration of unemployed citizens; specify a list of valid reasons for non-appearance to the Employment Center in certain periods, to improve the mechanism for registration of pre-pensionary age who are eligible for early retirement and released in connection from shrinking, reorganization or liquidation of the enterprise. These standards protect our citizens while stimulating them to do everything on time and honestly.

We are completing to form the regulatory framework a substantial simplification of city planning. Today will be considered projects:

The procedure of considering public interests by development of the town-planning documentation at a local level that nobody encroached on historical, architectural monuments, in parks and woods, etc.;

The procedure of carrying out of examination of the town-planning documentation;

Regulations about a town-planning cadastre and Typical regulations about to service of a town-planning cadastre;

The procedure of information interchange between town-planning and the State agrarian cadastre.

Members of the Government will discuss variations in Rules of granting of services on export of household waste.
