OREANDA-NEWS. May 19, 2011. Open Joint Stock Company "ТАNЕCО" was visited by members of the Technical Committee – 024 on metrological support of production and metering of hydrocarbons. The visit has been made within the context of XII session which was taking place on the premises of Open Joint Stock Company "Tatneft" and its structural divisions.

The Technical Committee (ТК-024) was founded aiming for the advance of metrological and technical maintenance level of metering of power resources and enhancement of efficiency of works on standardization in this area at national and international levels.

Nizhnekamsk Oil Refining and Petrochemical Complex has been chosen as an example where the most advanced measuring equipment of foreign and home producers having high metrological characteristics is most successfully used.

In-house metrological service of ТАNЕCО is now at the stage of formation. Its primary goal at present is metrological maintenance of the production in operational modes, i.e. origination and support of the automated basis for the measuring equipment, control of schedules and technical service of measuring instruments and automation devices, participation in certification of the testing equipment, supervision of correct application and operation of measuring instruments, etc.

One of the most important issues at the oil refinery, including metrological maintenance, in particular, is the commercial and in-door metering of oil and oil products quantity. For these purposes on all complex tanks of commodity-raw park modern systems of MTG type delivered by Innovative Measurement Methods Inc (USA) are installed. Unlike traditional measurements in the tanks which criterion function is only the quantitative account, MTG system offers the first time complex approach including both quantitative and qualitative measurements of products. It will allow to avoid questions at issue when carrying out commercial operations with suppliers and consumers, and also to objectively and operatively make the in-door account of oil and oil products.

First of all, ТАNЕCО visitors have familiarized themselves with the central laboratory of Oil Refining and Petrochemical Complex. Two divisions operate in the central laboratory now: quality assurance laboratory and production ecological monitoring laboratory. The equipment presented here guarantees exclusive accuracy and reliability of researches, substantial growth of labor efficiency of employees against leading foreign and domestic firms-manufacturers, connected with automation. Also implementation of the third laboratory is in progress – the analytical one, which challenges include carrying out of skilled works, working out of new test methods and their introduction. Besides, there is an implementation of Laboratory information System LIMS (Laboratory Information Management Systems). This software intended for management of laboratory streams of works and documents will allow optimizing collection and analysis of the information, and reporting.

Further, the visitors have proceeded to CDU VDU unit and have taken interest in its distinctive features. First of all it is a possibility to refine highly sulphuric Carbonic oil, Devonian oil or their mixtures in any parity; application of three-stage desalting and dehydration system (the two-level system is standard) with application of the static amalgamators which provide the best stratification of oil and water in electrodehydrators. All hydrocarbon gases of the unit brought into the fuel network of the Complex pass through the stage of recovery of sulphuric and nitrogenous compounds at the sulphur recovery unit. Tubular furnaces for heating of oil and fuel oil which are equipped with a system of preliminary heating of air shall be used before its feeding for fuel combustion in each furnace. This process concept enables to enhance EFFICIENCY of this equipment with 80 to 86 percent.

The members of delegation were greatly impressed by the central control room of the Complex. Experts have highly estimated the possibility of remote automated control effected by the already operating units, and also by the equipment which will be implemented at the following stages of the execution of the Project.

At present APCS for CDU VDU, naphtha stabilization block is in operation. Commissioning works are in progress for APCS of sulfur recovery and Visbreaker units. The video wall for display of mimic diagrams and video images directly from the production area has been installed. Training for operators with real models of technological processes is carried out.

On responses of ТK-024 participants, the visit to Nizhnekamsk Oil Refining and Petrochemical Complex has appeared to be extremely fruitful and informative. So, according to the Director of FGU Tomsk TСМ, Ms. Marina Chuhlantseva, Open Joint Stock Company TANECO is the beautiful piece of production standards and environmental monitoring. The President of Open Joint Company “Tyumen Scientific and Technical Center”, Mr. Leonid Ovsy, noted a serious approach at Open Joint Stock Company ТАNЕCО, as well as at Tatneft upon the whole, to training of the human resources who are expected to work on the complex and hi-tech equipment introduced today in oil production and oil refining.

As a whole it has been highlighted that the visit to the enterprise will really help with working out of the new standard documents, allowing to regulate mutual relations between oil production, oil transportation and oil refining participants, to coordinate the detailed account of hydrocarbons that will finally lead to a more rational and careful use of the natural resources and will raise economic efficiency of the oil and gas complex facilities.
