OREANDA-NEWS. May 16, 2011. The Government approved “Rules for approval of construction projects and their expertise and recognition of invalid of some resolutions of the Cabinet of Ministers of Ukraine” at the session dated May 11. Document Ministry of Construction, Housing and Communal Services has developed according to the Law “On Regulation of city planning” (Part 2 of Article 31) and the Law "On Architectural Activity".

As commented Vice Prime Minister of Ukraine - Minister of Regional Development, Construction, Housing and Communal Services Viktor Tykhonov commented, Rules approval procedure of approval of construction projects depending on the total estimated cost of the object and carrying out of the expertise of constriction projects. According to the official, the document defining the basic requirements of the filing of project documentation of expert organization, the dates of the expertise based on their architectural, technical and technological complexity of construction projects.

"The approved document will help unify the issue of carrying out of construction projects and their expertise. And most importantly - will help to improve and shorten the procedure for expertise and to attract investments in the construction industry"- Viktor Tykhonov said.

As for the period of examination as the Rules identify, it should not exceed 30 calendar days - depending on the technical and technological complexity of construction projects, and 90 calendar days - for objects of increased nuclear and radiation hazard and such that are subject to assessing the impact on the environment; 15 calendar days - for items I-III categories of complexity that were built in areas with complex geological and technical conditions, 15 days - examination of cost estimate of project documentation of objects I-III categories of complexity.

By the Rules it was established that the customer of an examination is responsible by law for the authenticity of the documents and experts are responsible for improper quality of the examination.
