Speaking at the congress Russia’s Prime Minister Vladimir Putin made a number of important statements about the prospects for the industry. According to him, for 10 years the share of high-tech products of the Russian Federation in the GDP breakdown should grow from 12 to 25-35%. To achieve this goal, the Russian government has prepared a number of programs with impressive figures of public investments.

For example, Vladimir Putin promised to allocate 45 billion rubles till 2014 to establish research universities. But he noted that businessmen have to invest not only in R&D, in their personnel, but also "in the rising generation". “Vocational education programs should be developed for the needs of companies,” he said. Speaking about it, the prime minister praised the project of OJSC KAMAZ and the branch of Kazan State Technological University in Naberezhnye Chelny. "There is an educational cluster there,” said Vladimir Putin. “Institutions of primary, secondary and higher vocational education are united into a single system, students study there and work at the plant, and then sign a contract of employment. Besides, the company gives its own grants in addition to state scholarships."
