OREANDA-NEWS. May 11, 2011. The Government of Ukraine will work closely with all proposals of entrepreneurs, said the First vice Prime Minister - Minister of Economic Development and Trade Andriy Klyuyev, commenting on the proposal of the Coordination Council for Development of Small and Medium Enterprises under the Cabinet of Ministers the meeting of which held last week.

Andriy Klyuyev said that by each proposal he gave instructions to the appropriate authorities.

He said that the Finance Ministry, Economics Ministry, Ministry of Justice and the State Tax Service were instructed to study the removal of restrictions on registration by VAT payers of single tax payers. If necessary, will be prepared proposals for consideration on second reading the draft law "On amendments to the Tax Code of Ukraine and other legislative acts", added the First Deputy Prime Minister.

Based on proposals of entrepreneurs, the State Tax Administration have received authorization to provide an unambiguous interpretation and application of the Tax Code norms to levy a charge for special water use, said Andriy Klyuyev.

According to him, will be processed suggests concerning the possibility of reducing rates of single social tax.

Andriy Klyuyev said that another very important issue raised by entrepreneurs, is the support of business incubators and technology parks. "I believe that creating the conditions for the development of innovative enterprises, including small and medium businesses, is one of the most important tasks of the Government at this stage", - First Deputy Prime Minister said.

The Ministry of Regional Development, Construction and Housing and Communal Services instructed to immediately inform the Cabinet of Ministers and the Coordination Council on the status of regulatory settlement placement of small architectural forms and accelerate the adoption of the procedure of placement of temporary structures in accordance with Article 28 of the Law “On the regulation of city planning”.

According to Andriw Kliuyev lot of complaints from businessmen cause mechanisms of the regulatory land valuation. Therefore, the Ministry of Agricultural Policy and Food, along with other executive agencies with the Coordination Council of Entrepreneurs should analyze the existing methods of monetary valuation of the land and a 10-day period informs the Cabinet, he said. The Ministry of Regional Development, Construction, Housing and Communal Services has to enter the representatives of the Coordinating Council of Entrepreneurs to the working group on valuation and simplification of procedures for co-ordination and putting into operation of temporary buildings and small architectural forms", - said the First vice Prime Minister.

He also said that the Kyiv city state administration were instructed to meet with representatives of the administrations of markets and entrepreneurs who are working on them, to discuss and solve problems of market trading, including spontaneous trade. The city administration should also conduct a review of “Kyivparkservis”, verify complaints of entrepreneurs and take action in case of violation or abuse.

According to Andriw Klyuyev, Ministry of Economy and AMC should work out proposals to establish the minimum amount of retail space in supermarkets and hypermarkets for the products of local producers.

"We reminded the leaders of all regions of the need for strict compliance with the law on regulatory policy in making the relevant regulations at the regional and local levels. Also on the basis of complaints of businessmen will be making a detailed inspection of local authorities in Alchevsk and Yalta ", - said Andrey Klyuyev.
