FAS, Government of Yakutia Signed Agreement on Cooperation
OREANDA-NEWS. April 29, 2011. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Pavel Subbotin and the Head of the Cabinet of Ministers of the Government of the Republic of Sakha (Yakutia) Galina Danchikova signed an agreement towards increasing efficiency of enforcement of the antimonopoly law, development of competition and interaction in the field of pricing, reported the press-centre of FAS Russia.
On the basis of the signed agreement the parties will draft a plan of joint actions, determine the mechanisms of cooperations in different areas. In particular, regulating pricing for fuel-and-energy resources and food products, measures towards increasing energy efficiency and transition towards electronic tenders and auctions.
Providing information exchange, training specialists, resolving practical issues, taking preventive antimonopoly measures are the key areas of cooperation between FAS Russia and the Republic of Yakutia.
FAS Russia prepared a draft law on pricing in oil refining industry, according to which up to 15% of domestic consumption of oil products should be sold through exchange. Jointly with customs and antimonopoly regulation it would enable to control prices on the fuel market.
The parties also emphasised importance of focusing on resolving the problems of the Extreme North.
According to Galina Danchikova, such agreements are efficient tools of cooperation between executive bodies of the Republic of Yakutia with federal bodies. The Head of the Government pointed out that Yakutia is the first constituent territory of the Russian Federation in the Far East with whom FAS Russia is entering into the Cooperation Agreement.
In his turn Pavel Subbotin stated: “Increasing with every year the load of work illustrates development of competition on the goods and financial markets, increasing control over holders of natural monopolies, state procurement, etc. Therefore, the role of the antimonopoly authority is also increasing”.
