OREANDA-NEWS. April 13, 2011. During a television project "Conversation with the Country" by the President of Ukraine Victor Yanukovych was raised several issues, particularly for improving infrastructure of settlements.

Appropriate steps to address them have been taken by the Government.
 
By the Law of Ukraine "On State Budget of Ukraine for 2011" it is provides for grants from a special fund of the state budget to local budgets for construction, reconstruction and repair of streets and roadways communal settlements of 1.5 billion UAH.

According to the Cabinet of Ministers of Ukraine of 19.01.2011, № 1952 "On approval of and conditions of the subsidy from the state budget to local budgets for construction, reconstruction and repair of streets and roadways communal settlements" State Road Administration of Ukraine is responsible executive of the budget program and the principal manager of the subsidy.

According to article 5 of this Order subventions are allocated in priority to sites that:

- directly involved in the preparation and holding in Ukraine of the UEFA Euro in 2012;

- have a level of construction readiness more than 70 percent, requiring completion of commenced in 2009-2010 and works and will be commissioned this year;

- have a crucial social and economic importance for the functioning of transport in towns;

- have approved in due course the project estimates.

The President also announced that he plans soon to create a State Fund of Regional Development.

Thus, in accordance with subparagraph 3 of paragraph 1 of decision of the Council of regions of 24.01.2011 the Cabinet of Ministers of Ukraine and other bodies of state administration was recommended to develop action plan to reform the governance of regional development in Ukraine.
