OREANDA-NEWS. April 12, 2011. During a television project "Conversation with the Country" by the President of Ukraine Victor Yanukovych was raised several issues, particularly of social housing through the budget.

Appropriate steps to address them have been taken by the Government.

Under Ukraine's constitution citizens who need social protection, the housing provided by state and local governments for free or price affordable for them according to law.

Given the above, legislation in this area has evolved in the direction of the housing market segmentation with regard to the solvency of all categories of citizens, using the mechanisms of regulation of both demand and supply in each segment, to create conditions for citizens' rights to housing.

Conceptual approaches to the implementation of national housing policy by segmenting the housing market are reflected in practice.

At the same time it is being formed a separate law on social and affordable housing.

There is a trend towards gradual switch from free housing to state support for its construction (purchase) for citizens who do not need social protection.

An important step in this direction is the continuation of realization started in 2010 the State target socio-economic program for the construction (purchase) of affordable housing.

Last year, tested in practice, the mechanism of state support of affordable housing, through which 590 families have purchased apartments in all regions of Ukraine.

In the current year for these purposes it is provided to direct 150 million UAH to allow build about 1500 apartments, provided equity participation.

In addition to providing free housing for military personnel, deportees, scientists of the National Academy of Sciences, disabled World War I group in the state budget allocated 889 million UAH.

In lending for housing construction for young families planned to direct 91 million UAH.
