OREANDA-NEWS. April 11, 2011. RF Deputy Minister of Energy Sergey Kudryashov, President of Tatarstan Republic Rustam Minnikhanov, Delegation from Bashkortostan Republic and representatives of Russian Oil and Gas Industry visited OJSC TANECO within their working trip. They made a tour around facilities of the 1st Stage of Oil Refining and Petrochemical Complex.

The first facility visited was CDU-VDU unit – figuratively called “Heart” of the Refinery. Hydrocarbon gas, wild straight-run gasoline cuts, vacuum gasoil and tar residue will be produced there. Configuration of CDU-VDU was designed so as to ensure feed supply to all OJSC TANECO units during further deepening of the Refinery. Equipment is currently being tested at operating environment and design temperature conditions. Adjustment of electric dehydrators and selection of columns process modes are in progress. Wild naphtha routed to Naphtha Stabilization unit, Kero and Diesel cuts routed to diesel fuel tank farm and tar residue routed to tar residue tank farm are produced.

The next facility visited by Sergey Kudryashov and Rustam Minnikhanov was Naphtha Stabilization unit. Design capacity of the unit is 1,1 mln. tons per year. At present equipment is operated in the integrated testing mode at the operating environment. Wild naphtha released to the tank farm for equipment integrated testing is produced.

The next stop of the visit was Visbreaking unit. The unit is designed to produce fuel oil from vacuum residue (tar residue) coming from CDU-VDU by means of thermal cracking process. Production capacity of the unit is 2.1 mln. tons of tar residue per year.

The last stop of Sergey Kudryashov and Rustam Minnikhanov at the construction site of Oil Refining and Petrochemical Complex was the central control room of the Refinery. The facility includes the following systems: process control and safety systems including control of storage tank farms, oil products compounding system, tracking of oil and oil products, tank farms, production planning, Instrumentation resources, CCTV, fiscal metering and Laboratory information management system.

Following the tour General Director of OJSC TANECO Kh. Bagmanov made a speech about strategies of the Project implementation, main construction stages and putting into operation of the 1st Stage facilities including OJSC TANECO external infrastructure which was financed by RF Investment Fund. Mr. Bagmanov also emphasized the anti-crisis role of OJSC TANECO Project. At the peak of the construction works up to 10 thousand builders and specialists from Tatarstan Republic, Bashkortostan, Nizhni Novgorod, Udmurtia and other RF regions were involved. More than 2 thousand Russian Manufactures provided 70% of equipment and materials (150 thousand items).

Kh.Bagmanov noted that the project for deepening of Refinery through construction of Hydrocracking Complex with Base Oil Production is implemented simultaneously with putting into operation of OJSC TANECO 1st Stage facilities. 2 unique reactors have been already installed. Capacity of the unit is designed to process annually 1.3 mln. tons of diesel fuel (Euro-5) and 570 th. tons of jet fuel.

Since the beginning of construction JSC Tatneft, Investor of the Project, has invested 192 bln. rubles.
