FAS Fined Regional Network Information Centre
OREANDA-NEWS. April 11, 2011. The Federal Antimonopoly Service (FAS Russia) fined “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation 300,000 Rubles each, reported the press-centre of FAS Russia.
On 17th March 2011, FAS Russia initiated administrative cases against “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation upon the signs of violating Part 1 Article 25 of the Federal Law “On Protection of Competition” – failure to submit data (information) within the designated period.
The FAS Russia’s Commission requested additional information as part of investigating a case against “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation “RELCOM. DELOVAYA SET” Ltd., “Demos-Internet” CJSC, “Registrator” CJSC and “Elvis-Telecom” CJSC, initiated upon the signs of violating Clause 3 Part 1 Article 11 of the Federal Law “On Protection of Competition” and Paragraph 1 Part 1 Article 14 of the Federal Law “On Protection of Competition”.
According to the Commission, the economic entities violated the law by concluding and implementing the agreements that lead or can lead to dividing the market of the services for registering domain names in the zone .RF on the one hand – by volume of sales, and on the other – by categories of the sellers of such services.
On 31st March 2011, having considered the cases against “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation, FAS Russia fined both economic entities 300,000 Rubles.
As “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation failed to present the requested information within the designated period, the FAS Russia’s Commission postponed the antimonopoly case until 13th April 2011.
Imposing the fines does not relieve “Regional Network Information Centre” CJSC and “Regional Network Information Centre” Autonomous Non-Commercial Organisation from their obligations to submit the requested information to FAS Russia.
