OREANDA-NEWS. April 08, 2011. The Federal Service for Alcohol Market Regulation (Rosalcoholregulirovanie) held a working meeting of representatives of the Department for Control over the Authorities, of the Federal Antimonopoly Service (FAS Russia), and Rosalcoholregulirovanie, reported the press-centre of FAS Russia.

The main item discussed at the meeting was the draft Decree of the Government of the Russian Federation “On Approving Technical Regulation on Safety of Alcohol Products”, prepared by Rosalcoholregulirovanie.

Representatives of FAS Russia formulated a number of principal points of criticism for the draft technical regulations, including:

Some of the provisions of the draft Regulations contradict with the current legal acts;

It is necessary to adopt procedures for notifying Rosalcoholregulirovanie about introducing alcohol products in circulation;

There are no indication that analysis, testing and expert examination of alcohol products in course of exercising government control should be free-of-charge for an inspected economic entity;

Introduction of restrictions for producers by establishing a closed list of technological operations and technological means used of production of vine products;

Provisions of the draft regulations should be adjusted accordingly to the Regulations adopted in the European Union.

Rosalcoholregulirovanie found FAS Russia’s comments and criticism reasonable and expedient. Its proposals are accepted for reviewing in working order.
