OREANDA-NEWS. April 6, 2011. DCC has received information on the pending reorganization of COMSTAR-United Telesystems in the form of merger with Mobile TeleSystems. According to this information, the date of reorganization will be April 01, 2011. In this connection COMSTAR-United Telesystems recommends to coomplete all transactions with the securities of COMSTAR-United Telesystems before March 31, 2011.

The pending reorganization will be made in accordance with the following procedure. During the conversion of securities fractional coefficients will be used, so the Company's registrar will request DCC to provide lists of holders of the registered securities as of the reorganization date. DCC will then forward the respective shareholder listing requests to its Participants. The deadline for provision of the shareholder lists to DCC will be indicated in the requests and may be limited to two (2) business days. DCC will not accept any additional disclosure or amendment of the shareholder lists after the established deadline.

All transactions with the securities of COMSTAR-United Telesystems will be suspended at the end of the operating day on the date of entry to the Unified State Register of Legal Entities on the discontinuation of activities of COMSTAR-United Telesystems.

The shares will be distributed to the Participants' accounts after DCC receives all the necessary documents.

After the securities of Mobile TeleSystems are distributed, DCC will provide Participants (nominee holders) with the information on the number of Mobile TeleSystems securities to be allocated to the shareholders indicated in the lists of COMSTAR-United Telesystems shareholders submitted earlier.
