OREANDA-NEWS. April 06, 2011. QSystems Moldova company presented a cashless payment system for E-Governance – the system of citizens’ social accounts. During the conference in Chisinau, the QSystems Moldova company’s Director Andrei Aidov presented the concept of the platform and the opportunities given by it to the state and its citizens.

The platform is an united social accounts system created on the basis of citizens’ identification numbers and enabling to create an electronic bank of social service. As a result, the system fixes incomes – citizens’ social accounts’ receipts (salaries, allowances, social compensations and others) and expenses (payment for bills, fines and others) and enables to make cashless transfers. According to Aidov, the development enables to change the quality, speed and level of service of citizens’ social accounts and to cut servicing costs.

Representatives of the public enterprise Registru and E-Government Center appreciated the initiative. However, they said it is necessary to study the financial effect from such a project and to start preparing the infrastructure. At the same time, representatives of the National Social Insurance Fund said the current social insurance system is not ready yet for such projects. The banking community’s representatives said it is necessary to integrate systems of banks and public structures.
