OREANDA-NEWS. March 25, 2011. Applying administrative liability by antimonopoly bodies and disqualification of officials were the main topics of the first day (23rd March 2011) of the workshop that takes place in Kislovodsk, reported the press-centre of FAS Russia.

The event was opened by the Chief Federal Inspector for the Stavropol Region of the Office the Plenipotentiary Envoy of the President of the Russian Federation in the North Caucasus Federal District, Mr. Marchenko, and the Minister for Economic Development of the Stavropol region, Mr. Yagudaev. The workshop attendees also included the heads and experts of the regional offices of FAS Russia.

The Head of the FAS Russia’s Legal Department Sergey Puzyrevskiy said that in 2010 FAS Russia and its regional offices had transferred 124 administrative cases to the courts of general jurisdiction, the sanction for which is disqualification. However, only in 8 cases the courts ruled to apply disqualification so this sanction was rarely applied by the courts.

“We would like to see that our regional offices increase their efforts to forward administrative cases, the sanction for which is disqualification, to court”, said Sergey Puzyrevskiy.

Administering administrative liability and disqualification of officials was also discussed by the Heads of Stavropol, Krasnodar, Kabardino-Balkaria, North Ossetia, Dagestan and Karachaevo-Cherkessia OFAS Russia.

Disqualification was applied in seven cases considered by the OFAS Russia for the Jewish Autonomous District, Article 14.32 of the Code of the Russian Federation on Administrative Violations and in one case considered by Bashkortostan OFAS Russia under Article 14.6 of the Code of the Russian Federation on Administrative Violations.
