Please be informed herewith that, with effect from March 21, 2011, DCC stops providing transfer-agent services for OJSC Moscow Central Depository (hereinafter the "Registrar”) with respect to securities of the issuers whose share registers are kept by the aforementioned Registrar.

In this connection, please note that to execute the instructions related to deposition and withdrawal of securities DCC will interact with the Registrar with the use of paper documents, and the terms for the execution of transactions in the share register and the cost of such services will be defined in accordance with the Rules of Share Register Maintenance of the Registrar.
