OREANDA-NEWS. March 22, 2011. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsyganov, the Head of the FAS Russia’s Legal Department Sergey Puzyrevskiy, and the Head of the FAS Russia’s Cartel Department Alexander Kinev took part in the conference “Lawyers on the impact of the third antimonopoly package for minimising the legal risks for businesses”, which was held at the Chamber of Commerce and Industry of the Russian Federation, reported the press-centre of FAS Russia.

Heads of legal departments of domestic and international companies, representatives of business and legal mass media also attended the conference.

The conference participants also discussed such pressing issues as abusing market dominance and criteria for fixing monopolistically high prices, cartel collusions, regulating distributor and agent agreements, differentiating the norms about administrative liability and possible changes to Article 178 of the Criminal Code of the Russian Federation.

A report by Andrey Tsyganov about the main areas of FAS Russia’s activity in 2011raised special interest. Deputy Head of FAS specified, which antimonopoly violations and in what sectors of economy would primarily attract attention of the antimonopoly authority.

Alexander Kinev discussed the issue of cartel collusions. Sergey Puzyrevskiy explained the major provisions of the “third antimonopoly package”.

“Discussing the “third antimonopoly package” with the legal community is an important component of developing legally justified norms of the antimonopoly law, and further adopting those norms will facilitate development of competition on the markets and more efficient suppressing of monopolistic activity of economic entities”, said Sergey Puzyrevskiy.
