OREANDA-NEWS. March 17, 2011. On 11 March 2011 the President of Tatarstan arrived to OJSC TANECO with a working visit.

For the purpose of evaluation of the changes made in the territory of the Oil Refining and Petrochemical Complex, Rustam Minnikhanov, the President of Tatarstan, has made a detour of the construction site and has inspected the start-up facilities. At the start of the visit the Head of Republic attended the sulfur recovery unit. The basic design for the construction of this unit has been developed in accordance with the license of Worley Parsons. This production area includes the sulphur granulation unit, packaging unit, the warehouse of elementary sulfur, amine absorption and regeneration unit, sour wastes stripping. The granulated sulfur is applied in paper industry, chemical industry (for manufacture of sulfuric acid, carbon bisulphide, paints, mineral fertilizers) and other branches of industry.

Visbreaker is a part of the Complex first stage which became the following point of the program of Rustam Minnikhanov. It is being installed on the basis of the Oil Refining and Petrochemical Design Institute of the Republic of Bashkortostan, they proposed an improved and advanced tar visbreaker process. The production capacity of the Visbreaker is designed for processing of annual 2,4 million tons of raw material.

Following the detour of industrial facilities, Rustam Minnikhanov has held a meeting where problematic issues were discussed which had arisen during implementation of the Project. The Director of LLC  "NefteGasEngineering", Mr.Konstantin Matveev, has informed of the performance of the President’s demand to expedite the hand over of the as-built documentation, and also to eliminate comments of supervising companies. The Deputy of the General Director of LLC  "PSO" Kazan”, Mr.Mars Gazizullin, has submitted information of money resources disbursement, and also actions taken to stick to the schedule of construction works at Tar Visbreaker Unit and Suphur Recovery Unit. The General Director of OJSC TANECO, Hamza Bagmanov has informed of performance of challenges providing commercial operation of facilities of the Stage 1A1. In particular, he has noted that besides mobilization of manpower, it is necessary to manage the delay of the as-built documentation handover according to the schedule of the completion of construction and installation works. Summing up the results of the meeting, Mr.Rustam Minnikhanov said that for performance of the target issue, the Client of the Project and the Contractors shall proceed with work in coped and intensified schedule. The disbursement of 1,385 billion roubles has been planned in March which is intended for the performance of construction and installation works is planned. In total from the beginning of realization of the Project it has been financed over 190 mln roubles. 5900 people are engaged now in the construction of Oil Refining and Petrochemical Complex, 480 units - of special equipment are used. Commissioning works are actively performed at the facilities of the Stage 1A1 for a start of the commercial operations and shipment of products.

During the visit of Mr. Rustam Minnikhanov, he was accompanied by Mr. Ilshat Fardeev, the Minister of Electric Power Resouces of the RT, Mr. Sharafat Takhautdinov, the General Director of JSC Tatneft, Mr. Aidar Metshin, the Head of Nizhnekamsk Municipal Region.
