OREANDA-NEWS. March 14, 2011. The Promotion Meeting for Construction of Energy Management System for Steel Industry is held in Baosteel. Baosteel, Jinan Steel and Shagang are among the first batch of enterprises receiving the certification qualification for energy management system in the domestic steel industry, reported the press-centre of Baosteel.

Vice minister of General Administration of Quality Supervision, Inspection and Quarantine of PRC and chairman of Certification and Accreditation Administration of PRC Sun Dawei,  vice mayor of Shanghai Ai Baojun, president of the Chinese Society for Metals Weng Yuqing, deputy director of Department of Energy Conservation and Resources Utilization Ministry of Industry and Information Technology Yang Tiesheng, president He Wenbo and vice president Zhao Kun of Baosteel Group Corporation, vice president Li Yongxiang and Zhou Jianfeng of Baoshan Iron & Steel Co., Ltd. attended the meeting. The delegates from more than 60 steel enterprises all over the country gathered together to exchange the experiences of construction of energy management system and discuss how to further enhance the energy utilization efficiency and system efficiency, so as to contribute to the energy conservation and emission reduction during the "12th 5-year planning".

In November 2009, the Certification and Accreditation Administration of PRC officially launched the pilot work for certification of energy management system and steel industry was listed in the first place among ten pilot industries. So far, nearly 20 steel enterprises have been carrying out the pilot work for certification of energy management system. In the meeting, Sun Dawei, Ai Baojun and Weng Yuqing issued certificates to Baosteel, Jinan Steel and Shagang, the first batch of enterprises receiving the certification qualification for energy management system. The three units also exchanged the experiences for construction of energy management system respectively.

Zhao Kun made a speech on behalf of Baosteel. He said, during the "11th 5-year planning", as the energy conservation management work proceedes further, Baosteel's energy management system capability is rapidly enhanced and perfected. Especially since 2008, the effective operation of the energy management and control system characteristic of "3 flow and 1 status" created by Basoteel has laid a solid foundation for Baosteel to accomplish the energy conservation and emission reduction target during the "11th 5-year planning".

Yang Tiesheng pointed out in the meeting that, China's economic and social development is confronted with the unfavorable factors like energy shortage and environmental restriction, etc. Speeding up the promotion of energy conservation and emission reduction work in the key energy consuming industries such as steel industry is not only the long-term strategy of national energy conservation and emission reduction, but also the urgent task for steel industry to realize transition and upgrading, and follow the road of intensional development. The construction and implementation of energy management system can effectively enable the organic combination of the existing energy management systems of the enterprise with the relevant laws and regulations for energy conservation, which is conducive to strengthen the energy management, cut down energy consumption, improve energy utilization efficiency and promote the realization of energy conservation and emission reduction target.

Ai Baojun firstly congratulated Baosteel, Jinan Steel and Shagang, for becoming the first batch of enterprises receiving the certification qualification for energy management system among the domestic steel industry. He said, Shanghai industrial enterprises have smoothly accomplished the energy conservation and emission reduction target during the "11th 5-year planning". Among which, Baosteel has made major contribution to the the energy conservation and emission reduction work of Shanghai. He pointed out, as the energy conservation and emission reduction work goes deeper, the state's requirements for institutional, normalized and procedural energy management system of the enterprises keep increasing. The steel enterprises with Baosteel as the representative set up corporate energy management systems in combination with their own characteristics, which better solve the sustainable problem of corporate energy management, and provide good experiences for Shanghai municipality and national industrial enterprises.

Sun Dawei said in his speech that, the development of energy management system construction is an important measure to implement the state's energy conservation and emission reduction target and promote economic transition and development, as well as the effective approach for the enterprises to increase efficiency and realize sustainable development. Summarizing and popularizing the achievements and experiences of the Construction of Energy Management System for Steel Industry has significant exemplary meaning for further promoting energy conservation and emission reduction and two type social construction.

He wished, with the certification enterprise setting up energy management system as the opportunity, to further enhance the internal management and improve the energy management system in a sustained way. The steel enterprises shall actively participate, increase the strength for promotion and popularization, and drive the development of other industries and other fields to carry out the energy conservation and emission reduction work. Each ministry and commission, as well as the local government and industrial organization shall also play active roles in promoting the construction of energy management system.
