Belarus Prepares for Session of EurAsEC
OREANDA-NEWS. March 14, 2011. The preparation for the Minsk session of the Council of Ministers of the Union State and the EurAsEC Interstate Council on 15 March was discussed at the Presidium of the Council of Ministers of Belarus.
The Presidium has confirmed Belarus’ stance on the major issues, which are due to be discussed by the prime ministers of the two countries.
Twenty seven issues will be high on the agenda of the session of the Council of Ministers of the Union State. The session is planned to highlight the results of the Plan of Joint Action of the Governments of Belarus and Russia to mitigate the consequences of the global financial crisis, improve the balance of payments and streamline doing-business and mutual trade conditions. The results of Belarus-Russia trade and economic interaction in 2010, and the progress of the Program of Coordinated Foreign Policy of the Union State Members for 2010-2011, the plan of action to form and operate the single transport system of the Union State for 2008-2010 will be also high on the session’s agenda.
Apart from that, the session will look into the forecasts for the supply and demand on the major types of products of the Union State for 2011 and fuel and energy balance of the Union State for 2011.
The agenda includes the concept of property management of the Union State, the Union State draft program for the development of an integrated system of standardization of space technology for 2011-2014, the concept of the Union State program on advanced semiconductor heterostructures and devices based on them as well as other issues.
The meeting of the EurAsEC Interstate Council (the supreme body of the Customs Union) at the level of the heads of government of Belarus, Kazakhstan and Russia will review the progress made in the formation of the SES, the approaches to the codification of the laws of the Customs Union and Single Economic Space, a single immigration (visa) policy towards third countries, improving the activities of supranational bodies including the activities of the Customs Union Commission, the formation of the EurAsEC Court.
The agenda also includes the issues related to the accession of the Customs Union member-states to the WTO, redeployment of vehicle control from the Belarusian-Russian border to the external border of the Customs Union and redeployment of vehicle control from the Russian-Kazakh border to the external border of the Customs Union.
Four international treaties will be signed during the visit to Belarus of the heads of government of Russia and Kazakhstan. They are the agreement between the Government of Belarus and the Government of the Russian Federation on cooperation in construction of the nuclear power plant in Belarus; the agreement between the Government of Belarus and the Government of the Russian Federation on some measures to ensure parallel operation of the unified power grid of the Republic of Belarus and the unified energy system of the Russian Federation; the agreement between the Government of Belarus and the Government of the Russian Federation on cooperation in exploring and peaceful use of outer space. In addition, the agreement will be signed between the Ministry of Labor and Social Security of Belarus, the Health Ministry, Finance Ministry of Belarus and the Ministry of Health and Social Development of Russia on the application of the treaty between the Republic of Belarus and the Russian Federation on cooperation in the field of social security of 24 January 2006.
