OREANDA-NEWS. March 10, 2011. The Belarusian innovative legislation is to keep up with the European one, Prime Minister of Belarus Mikhail Myasnikovich said at the session of the National Academy of Sciences of Belarus.

Mikhail Myasnikovich reminded the President’s words that the State Committee on Science and Technology should become the innovation center of the whole country, whose main activity is to develop legislation, create system conditions for rapid development, and monitor implementation of the tasks.

Mikhail Myasnikovich stressed that, unfortunately, Belarus’ national innovation system does not ensure its self-development. And its four pillars, namely legislation, innovation infrastructure, financing and personnel policy, are not implemented in practice. “The priority of the State Committee on Science and Technology is to complete these activities and pass relevant regulations in H1 2011,” he said.

Spending on science in Belarus will grow by 60% in 2011 as against 2010, Prime Minister said.

“Research intensity of Belarus' GDP is low. The task is to get this indicator to 3% of GDP in 2015. But that does not mean that the state will give away the budget money. The principle is the same: you earn two rubles, you get the third one from the budget,” said the Prime Minister.

Mikhail Myasnikovich said that the Director General of KamAZ proposed Belarus that MZKT takes part in the project. In his opinion, the partnership with Russia's KamAZ is of interest for Belarus. “I'm not saying that we must take MZKT and give it to Russia. We see integration and globalization processes taking place around the world. And the winner in this situation is the combined capital - intellectual, industrial, financial,” Mikhail Myasnikovich believes. In this regard, the parties must move from competition to partnership. "We need to start building up partnerships, not losing the national interests out of sight of course," he added.

The Prime Minister drew attention to the fact that at present the possibility of transferring a package of MAZ shares to the joint Russian-Belarusian holding company is at the stage of consideration only. This will not be a controlling stake. “It is proposed to consider the transfer of some part of MAZ shares, not a controlling stake, into trust management of the new corporation being created with KAMAZ and other aggregates plans,” Mikhail Myasnikovich said.
