The first in 2011, Scientific and Technical Council of  IDGC “North-West "was held in St. Petersburg under the chairmanship of Chief Engineer Georgy Turlov. Traditionally, participants of the event were heads of technical departments of IDGC of North-West, and chief engineers of the company's branches.

How to organize a technical connection in major cities? Alternative solutions of this problem, that concerns all the regions of North-West, it was decided to consider on the example of Archangelsk, where the loading of several main substations is more than 100% and in the future will only grow. Also, Head of Department Technical Development of "Arkhenergo” Pavel Filippov, described the experience of a modular mobile substation 110/10 kV, which is installed on the substation " Privokzal’naya" in Arkhangelsk. Installation of this equipment is a temporary measure to improve power supply reliability of consumers.

Alexander Kuhmay , the General director of IDGC North-West participated at the meeting. He told to the chief engineers about the necessity of creation of design and construction teams in the branches of company. They will be responsible for the implementation of small investment projects relating to technological connection of preferential categories of applicants. According to him, it would reduce the terms and the cost of technological connection.

The participation of Power companies in the formation of territorial schemes of development 35-220 kV was discussed not for the first time. In the North West region, only in the Republic of Karelia and Vologda region are created coordinating bodies for development of schemes and programs for prospective power development. IDGC North-West as an interested party is willing to help in the preparation of specialized information and technical data. The letters about including of the representatives of IDGC North-West to the coordinating bodies for development of schemes and programs for prospective power development were sent to the Governments (Administrations) of the subjects of the Russian Federation in December 2010
