OREANDA-NEWS. March 04, 2011. The Collegium of the Federal Antimonopoly Service (FAS Russia) held an extended session to summarize the work of the antimonopoly authority in 2010, reported the press-centre of FAS Russia.

Speaking to the staff of the Central Office of FAS Russia and its regional Offices, an auditor of the Accounts Chamber of the Russian Federation, Mikhail Beskhmelnitsyn emphasized a special role of the Antimonopoly Service for the State and thanked FAS for active cooperation. In spite of different approaches “we continue establishing active exchange of information between the Accounts Chamber and FAS Russia”. The auditor asked the Antimonopoly Service to continue its efforts to control the work of the power bodies and suppress violations especially in the filed of state procurement.

One of the speakers at the extended Collegium of the antimonopoly bodies was Pavel Krashennikov, the Chairman of the Committee of the State Duma on Civil, Criminal, Arbitration and Procedural Law. He praised successful work of FAS Russia in 2010 and congratulated the Head of FAS Russia Igor Artemyev and all representatives of the regional offices of the Antimonopoly Service with their good performance. Mr. Krashennikov said that he supports the third antimonopoly package. The State Duma has already started reviewing the Criminal Code of the Russian Federation and introducing amendments to the Civil Code of the Russian Federation. According to Mr. Krashennikov, “the antimonopoly law must be very dynamic”. He expressed his hope that in the future the State Duma and FAS Russia would join efforts to elaborate productive approaches to combat monopolists and their actions.

As stated by another speaker at the extended Collegium, the Head of No. 6 Division of No.4 Investigative-and-Search Bureau, Mr. Timophei Kouraev, the year 2010 was significant for the Ministry of Internal Affairs and FAS Russia in terms of suppressing violations in state procurement and applying Article 178 of the Criminal Code of the Russian Federation. He reminded that FAS and the Ministry of Internal Affairs undertake robust efforts to expose and stop cartels, and prevent violations in state procurement and abusing market dominance.

Summing up, Timophei Kouraev said that he was pleased with the work with the Antimonopoly Service and wished every success to FAS Russia in its efforts.

The Head of the Competition Policy department of the City of Moscow, Gennady Degtev, defined the Antimonopoly Service as “an external auditor”. He emphasised the special role of FAS Russia in the life and work of the capital of the country. “The style, methods and the order in Moscow are being built through involvement of the Antimonopoly Service”, said Mr. Degtev. He hoped that in the future FAS would continue enforcing the antimonopoly law to suppress anticompetitive actions in Moscow. He congratulated FAS Russia with its achievements in 2010 and wished further success in the work of the Antimonopoly Service and its offices in all 82 regions of the Russian Federation.
