OREANDA-NEWS. March 03, 2011. Noyabrsk hosted today a meeting between Gazprom and the Yamal-Nenets Autonomous Okrug (YaNAO) Government moderated by Alexey Miller, Chairman of the Company's Management Committee and Dmitry Kobylkin, Governor of the YaNAO. The meeting considered the crucial issues of interaction between the parties.

The meeting participants stressed a high level of cooperation achieved by Gazprom and the YaNAO, particularly within the Company's investment projects in the Okrug, social programs and gas deliveries to consumers.

In 2010 Gazprom constructed facilities at the Bovanenkovo, Vyngaiakhinskoye, Yety-Purovskoye, Zapolyarnoye, Medvezhye, Urengoyskoye, Kharvutinskoye, Yamburgskoye and Yamsoveyskoye fields in the YaNAO in parallel with active construction of gas pipelines including the Bovanenkovo – Ukhta gas trunkline system and the Obskaya – Bovanenkovo railroad. It was highlighted that regular operation of the railroad to its terminal point – the Karskaya station – was launched in February 15.

Great efforts were taken to transfer the ownership of the socio-cultural and utility facilities to municipal entities.

Alexey Miller and Dmitry Kobylkin participated in the celebrations devoted to gas facilities commissioning in the Muravlenkovskoye and Novogodneye gas and oil fields and visited the construction site of the Zenit sports and health center being built as part of the Gazprom to Children program.

Background

The Yamal-Nenets Autonomous Okrug is a strategic partner of Gazprom. The Company extracts over 90 per cent of natural gas in the YaNAO, where Gazprom dobycha Nadym, Gazprom dobycha Noyabrsk, Gazprom dobycha Urengoy, Gazprom dobycha Yamburg and Gazprom neft carry out their production activities.

In December 2008 Gazprom initiated practical implementation of the Yamal megaproject. The Company started operations aimed at the Bovanenkovo field development and the Bovanenkovo – Ukhta gas trunkline system (GTS) construction. Commissioning of the first startup complexes for the field's Cenomanian-Aptian deposits pre-development and the GTS construction is scheduled for the third quarter of 2012.

The Obskaya – Bovanenkovo railroad (overall length to the Karskaya station is 572 kilometers) commissioning will ensure year-round, rapid, cost effective and all-weather delivery of cargoes and personnel to the Yamal fields in a severe polar climate.

In 1995 Gazprom and the YaNAO signed the General Cooperation Agreement, in 2002 – the Memorandum of Interaction as part of the Yamal megaproject implementation. The parties annually enter into Cooperation Agreements envisaging the parties' obligations in various joint activities. The 2011 Cooperation Agreement between Gazprom and the YaNAO Government was signed in December 2010.

Between 2007 and 2010 Gazprom invested some RUB 421 million in the regional gasification. These funds, among other things, were used to design and construct five gas laterals. In 2011 Gazprom is planning to invest RUB 58 million in the Okrug gasification.

Gazprom transfers the ownership of the socio-cultural and utility facilities to municipal entities in pursuance of the Russian Federation Ministry of Property Relations Resolution No. 1448 dated April 8, 2004. From 2005 through 2010 Gazprom transferred 2,877 socio-cultural and utility facilities to municipal entities of the YaNAO. In 2011 this work is to be finished in the region.

The Muravlenkovskoye and Novogodneye gas and oil fields are located in the Purovsky District of the Tyumen Oblast, YaNAO. The aggregate ABC1 reserves of the Cenomanian deposits in these fields amount to 63.7 billion cubic meters.

Gazprom dobycha Noyabrsk acts as a general operator for gas production and treatment in the Muravlenkovskoye field.

Construction of the Zenit sports and health center was commenced in 2010. It will comprise a universal gym, a swimming pool, fitness and aerobics rooms. The center will have the necessary sport equipment for disabled people. Over 160 people will be able to simultaneously take sports in this sport center. The construction is to be finished in December 2011.
