Ukraine to Improve Drinking Water Quality
OREANDA-NEWS. March 01, 2011. The purpose of the budget funds use is the implementation of measures previewed by the national programme "The Drinking Water of Ukraine" for 2006-2020 in terms of providing the population with quality drinking water of standard quality.
Budgetary funds are allocated for: construction and reconstruction of the centralized water supply and sanitation to improve the quality of drinking water, and energy saving technologies, introduction of local and collective units of posttreatment of drinking water needs in regions having crisis ecological situation, and water supply for preschools, schools, and hospitals, including rural areas, and to provide water flood objects with special water delivery vehicles.
Council of Ministers of the Autonomous Republic of Crimea, Kyivб and Sevastopol city state administrations should provide the Ministry of Regional Development, construction and housing with proposals on the need for funds in the context of projects aimed at implementing these measures.
The main criteria for selection of projects are: regional program of the population provision with quality drinking water; optimization schemes of the centralized water supply; the confirmed by the legislation rejection of drinking water quality or scheduled water supply in particular locality.
Implementation of the projects in rural areas may be without co-financing from local budgets or other sources.
The adoption of this resolution will contribute to reduction in energy consumption, reduction of leakage of drinking water, improvement of quality of drinking water, less impact on environment and increase number of people with access to the services of centralized water supply and sanitation.
Reference: nearly 4.6 million people living in 161 city and 100 townships of 25 regions of the country, get drinking water from local sources deviating from regulatory requirements. Water often has higher overall stiffness, high chloride content, dry residues, sulphates, fluoride, iron, nitrates, ammonia, and manganese.
Due to absence in separate localities of local sources of water supply, population partially or completely consume the brought drinking water.
Already today, the local governments of Kharkiv, Mykolaev, Lugansk, Kiev, and other regions take concrete measures to provide population with quality drinking water through the introduction of collective systems of additional drinking water cleaning, including preschool, school educational institutions, hospitals etc.
The estimated funding for the "Drinking Water of Ukraine" till 2020 is 9 471.7 million UAH, 3004.3 million of which - the state budget, 6 467.4 million - other sources.
