OREANDA-NEWS. February 28, 2011. Ukraine and Poland will intensify scientific and technological cooperation and strengthen cooperation in education. This was discussed during the meeting of the State Agency for Science, Innovation and Information of Ukraine Head Volodymyr Semynozhenko with the Chairman of the Alliance of Democratic leftists (SLD) SLD faction and the President in the Sejm of Poland Grzegorz Napieralski.

In particular, the sides discussed the prospects of opening the Polish-Ukrainian University, the possibility of establishing joint projects in high-tech industries such as nano- and biotechnology, cryomedicine et the development of innovation infrastructure in both countries.

According to Grzegorz Napieralski, high technology and innovation are the most urgent issues for Poland and Ukraine. He stressed that in the Sejm of the Republic of Poland the Commission on Innovation and new technologies is established, which in many respects is similar to the Committee of Future, which operates in Finland. He also expressed hope that such a committee will work in the Verkhovna Rada of Ukraine.

As the Chairman of the SLD party said, the work of the Commission is concentrated on three areas. These are - audit framework to develop high technologies, preparation of new legislative initiatives and, most importantly, making issue of high-tech development to the level of political debate and public discussions. The theme of Innovation Development has to enter into a political culture and social consciousness - only then can we count on success, Polish politician is convinced.

With regard to legislative initiatives, Mr. Napieralski stressed on the bill on technological credit, which will be given to firms and enterprises engaged in innovative activities. The main advantages of technological loan lie in that the loan is easily available, given that the company meets certain criteria, the state acts as the guarantor of the loan, and interest rates are fixed at low level.

Volodymyr Semynozhenko said that the Ukrainian high-tech business is in shortage of such incentives as technological loan in Poland, and stressed the need for creation in Ukraine of the National Venture Capital company. The parties agreed to exchange experience in implementing measures aimed at building the innovative economy.

"The only way out of economic crisis now is to harness the latest technological achievments. It is a very difficult task, so we can solve it together", Volodymyr Seminozhenko said. He also emphasized that the first time in many years, development in scientific and technical innovation areas in Ukraine is defined as a separate program of economic reforms for 2010-2014. Reforms in this direction are coordinated by the State Agency for Science, Innovation, and Information of Ukraine - central executive power, created to concentrate all the necessary resources for innovative leap, because before they were "scattered" among the various actors.

In turn, Grzegorz Napieralski noted that innovative reforms require strong political leadership, which is now in Ukraine. Volodymyr Semynozhenko supported him and added: "The life itself makes the political will to concentrate on such reforms, as the competitive advantage in today's world are formed by the advanced education and development of new technologies. If we want to catch the leaders, we should develop our cooperation in these directions."
