OREANDA-NEWS. February 28, 2011. The Head of FAS Russia Igor Artemyev and the Head of the FAS Russia’s Department for State Procurement, Mikhail Evraev, had a press-conference, reported the press-centre of FAS Russia.    

Following the instructions of the President of the Russian Federation Dmitry Medvedev (the Address to the Federal Assembly) and the Prime-Minister Vladimir Putin, the Federal Antimonopoly Service (FAS Russia) has drafted amendments to the law on state procurement.

“We observe the instructions of the President and the Government of the Russian Federation not to destruct the positive achievements but to improve the legislation (No. 94 Federal Law) by preserving the best practice and eliminating the shortcomings”, said Igor Artemyev at the press-conference.

Mikhail Evraev talked about the main intended amendments to the Law “On State Procurement…”, One of which is mandatory justification of the initial contract price by the government customers with specification of the pricing sources.

“It is necessary to introduce direct responsibility of the federal authorities under No.94-FZ Federal Law to determine the standard product requirements, in particular, regarding their innovative elements. These requirements should become mandatory in state and municipal procurement”, stated Mikhail Evraev. “It will ensure innovative development in state procurement, as there are no innovative participants but there are innovative products”, informed the Head of the State Procurement Department at the press-conference.
