OREANDA-NEWS. February 22, 2011. At the meeting of the Presidium of National Academy of Sciences the results of the State program "Development and implementation of energy efficiency of LED light sources and lighting systems based on them" was reviewed. It was noted that under the program it was managed to achieve high performance and real output.

This was mainly done due to the decision on cluster cooperation of executors of the Program, which once again proved the thesis that the innovative tasks require innovative approaches to address them. Creating Ukrainian element base on energy saving lighting and mass production of a wide range of energy saving LED light source is made possible by combining efforts of the leading national academic institutions and industrial complexes. In the future, we plan to involve the universities in Ukraine, making specialists in electronics and lighting, as well as small and medium businesses.

Speaking at the meeting, the State Agency for Science, Innovation, and Information of Ukraine Head Volodymyr Semynozhenko noted that the objectives of the Program cease to be purely scientific and technical, and are transferred onto the socio-economic plane. He said that by 2020 80% of lighting sources in Ukraine should be replaced by the new ones. Energy efficient lighting of the national assembly is already working in the Government Building of Ukraine, the Memorial to the victims of Holodomor. All the cars of the Kiev Metro are to be replaced soon with modern lighting systems.

State Agency for Science, Innovation, and Information of Ukraine Head expressed confidence that Ukraine has a unique development in this area, as well as businesses that can produce LED lighting system, so in future our country will not only assembly such systems, but also carry a full production cycle. He recalled that soon in Kiev a plant on energy-efficient lighting production will be built - a contract was signed with the South Korean company POSCO LED. "Company representatives should receive assurances that the plant will work for all of Ukraine, and this requires competent government policy", Volodymyr Seminozhenko said. He said that the issue is not only about the technical part of projects, but the fiscal policy to stimulate domestic production of LEDs through state orders, in particular - for communal services, developing a unified system of standards and more.

Volodymyr Semynozhenko noted that some of the incentives to develop new, high-tech industries have already been created. In particular, preferential tax profits are introduced to realize energy-efficient technologies - 50%, and a number of other tax benefits. According to him, new industries have gradually moved to market track, but domestic manufacturers are at that early stage are to be helped by the state.
