FAS Analyzed Competition in Markets of Biological Water Resources
OREANDA-NEWS. February 16, 2011. The Federal Antimonopoly Service (FAS Russia) has analyzed the market of services for storing biological water resources in the seaport refrigerating terminals, reported the press-centre of FAS Russia.
The Department for Control over Chemical Industry and Agro-Industry studied the conditions, under which economic entities provide the services for storing biological water resources, and analysed what possibilities fishing companies have for using such services.
Analysis showed that the market for storage of biological water resources in the seaport refrigerating terminals includes several separate markets that are determined by various product and geographical boundaries.
In terms of service consumers (depending on the fishing conditions for the fishing companies) the market is divided in: the market of services for storing frozen biological water resources and the market of services for newly-harvested biological water resources.
In its turn, the market for storing newly harvested biological water resources is defined according to the geographical boundary of the port of registration of the vessels involved in trawling or seine-net fishing.
The geographical boundaries of the markets of the services for storing frozen biological water resources, delivered to the ports by refrigerated vessels, are determined according to the ports in the Baltic and the Northern basins and by the ports of the Far East basin.
The findings showed that the market for the services of storing newly harvested and frozen biological water resources are highly and medium-concentrated markets accordingly.
In the future FAS plans to study the state of competition on the market of services for storing newly caught biological water resources within the boundaries of an individual seaport.
“Identifying markets with underdeveloped competition puts the new tasks of comprehensive assessment of how the conditions of activities economic entities, who provide the services for storing biological water resources on such markets, affect small and medium-size companies, which harvest biological water resources in the fishing zone of the Russian Federation and are not included in vertically-integrated structures”, said Deputy Head of FAS Russia Andrey Tsyganov.
