Government Calls Investors to Come to Ukraine More Actively
OREANDA-NEWS. January 26, 2011. The Government of Ukraine is calling investors to come to our country more actively, the First Vice Prime Minister – the Minister of economic Development and Trade of Ukraine Andriy Klyuev declared in an interview with the CNN TV-Channel.
"We are interested in as much investment as possible to come to Ukraine", he said.
Andriy Klyuev observed that the number of permissions and licenses necessary to do business in Ukraine had been radically – several times – reduced and the Government is confidently moving tovards improvement of the investment climate.
He mentioned that the so called "single window" mechanism for all the permissions was being worked out for the business people. "A businessman makes an application and hands it out to that authority. And he does not need to speak to anybody else. In some time he receives all the necessary permissions in that "single window". In such a way me firstly reduce the time waste for the business itself and secondly – we minimize the contacts of the authorities with the businessmen in order to prevent corruption", the First Vice Prime Minister – the Minister of economic Development and Trade of Ukraine said.
He also noted that the new Tax code stimulated the investor to start a new production or expand the existing one. "For example, we do not lay a tax on the profit that is being invested into own production or in increasing its energy efficiency. Besides, we reduce VAT and income tax. Some priority branches will be totally exempted from tax for several years," Andriy Klyuev observed.
As an example of steps towards investors he also mentioned changes in building legislation that had been adopted by the Parliament of Ukraine at the beginning of 2011. "We have maximally reduced all the permission procedures needed for building and putting an object into operation. Until last time one had to receive 93 permissions in order to build something. The new law has reduced the number of permissions to 23," Andriy Klyuev said. Besides, he reminded everyone about steps being made to make easier the whole system of administrative services.
According to the words of the First Vice Prime Minister – the Minister of economic development and Trade in order to attract investments it were also necessary take into consideration the needs of every investor – both large and medium and especially of investor that came from abroad and were eager to invest in Ukraine. "When people come to our country with absolutely different mentality, used to a different legislation, it is difficult for them. That is why we have to help the investor to make his first steps. For that purpose we have created a State agency for investment and national projects administration that will help all the investors to implement their projects," Andriy Klyuev said.
