OREANDA-NEWS. January 25, 2011. The Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) granted Rosenergoatom a Rostechnadzor license for siting Units 1 and 2 of Nizhniy Novgorod nuclear power plant (NPP) near Monakovo village in Navashino District of Nizhniy Novgorod Region.
 
Obtaining the siting license which is to be effective for 5 years is an important stage in creating a NPP and means agreement in principle of Rostechnadzor for its designing.
 
Next stages of the project and license preparation of construction will be development of design documentation and materials to obtain a plant construction license.
 
The NPP design will be carried out in accordance with the analogous project AES-2005, which is already used in construction of Novovoronezh NPP Phase Two. Before 2012, Rosenergoatom should submit to Rostechnadzor a full array of results of additional in-depth engineering surveys carried out in respect of infrastructure buildings and structures of the Nizhniy Novgorod NPP construction site, settlement for plant employees and electricity lines in the surrounding territory.
 
The preparatory works associated with obtaining the siting license for Nizhniy Novgorod NPP in Navashino District were started two years ago when Director General of Rosenergoatom Sergey Obozov and Governor of Nizhniy Novgorod Region Valery Shantsev signed a declaration of intent related to investing in construction of Nizhniy Novgorod NPP.
 
During this time, ranking of territories was carried out considering existing environmental, construction and technical norms to determine feasibility of NPP construction in this or other region; justification of investment documents (OBIN) for construction of Nizhniy Novgorod NPP were written and passed reviews in EMERCOM of Russia and FMBA of Russia; the State Environmental Review Board issued a positive statement regarding the siting license justification materials; public hearings were conducted; and Land Selection Record was formalized.
 
Units 1 and 2 of Nizhniy Novgorod NPP with a total installed capacity of 2,340 MW are planned to commission before 2019 and 2022, correspondingly. The units will operate for 50 years. After commissioning of Nizhniy Novgorod NPP, budgets of all levels will receive more than one billion rubles.
