PM of Ukraine: Law on Deregulation in Building to Fight Corruption
OREANDA-NEWS. January 25, 2011. The law on deregulation in building will help to fight corruption and will lead the building complex out of the chasm, where it proved to be in in 2008-2009. The Prime Minister of Ukraine Mykola Azarov told that in his interview with the "Inter" TV channel.
"The most serious deregulative law that has been ever adopted in our economy is the law on deregulation in town building. It makes the procedures of receiving building permission significantly easier. All the permissive procedures will take not more than two months and for many types of objects they would not be necessary at all. It means that a large building segment is being freed from any authorities’ wardship," the Head of the Government explained.
He said that the law mentioned would help to eliminate corruption in building and lead the brunch out of the chasm: "We expect that that deregulative law will firstly, help us to get rid of corruption elements and secondly to accelerate the building processes and lead the brunch out of the chasm it proved to be in in 2008-2009".
Mykola Azarov mentioned also that the new law implements a new notion of obligatory general town planning and a so called zoning – assigning of zones in which limits domestic, housing, industrial construction were possible.
While answering a journalist’s question whether the new law would help to revive the intensive housing construction in the country the Prime Minister observed that it would be promoted both by the new law and the Tax code, the reduction of taxes in particular. "There is practically everything for that purpose. The Tax code has been adopted for that. It makes it significantly easier for the enterprises to allocate funds for the capital construction. It means that all those funds that the enterprises will be allocating for renewal, modernization and creating new jobs, for environmentally friendly production, they will be exempted from the profit tax. It is a very important stimulus. And secondly, the taxes are generally being reduced," Mykola Azarov summed up.
