Petro Andreev marked that it is on results verification set that in 2009 year part of currency assets (200 million euro), got within the framework Kyoto Protocol, were converted in national currency to the amount of 2,3 billion UAH and directed on the Unique treasury account for arranging for running payments of budget which already is gross violation of the certain a legislation having a special purpose use of these money. Moreover, on the end of year a money was not stored and not picked up thread on a special account. "And these money must were use within the framework of international obligations and exceptionally on realization of nature protection projects or, at least, kept on accounts on the end of year", - he underlined, marking that "in any official record which was signed by Yuliya Volodymyrivna in relation to converting of money of Kyoto Protocol, there are no mentions, that these money will be directed on other aims".

However, according to Chairman Statefininspection, from 14 January 2009, when funds were reconverted  Single Treasury Account, 49 million UAH was spent on the stadium's Metalist Kharkiv, 56 million UAH – on the reconstruction of air-port in Kharkiv, 70 million UAH – on the purchase of currency of Ukravtodor, 130 million UAH, – on the purchase of grain in the Agrarian Fund. Petro Andreev marked thus: "On results verification the Agrarian Fund and taking of inventory about 300 thousand of tons of grain in general did not appear on compositions. Agreements exist in the Agrarian Fund, the Agrarian Fund pays allegedly for a lease a money which were directed from that Kyoto Protocol. And, by the way, to today grain so was not found, it in the Agrarian Fund did not turn so".

"That, a money of the Kyoto Protocol was reconverted and poured in the general fund of budget and used incomprehensible on what", - Head of Statefininspection summed up, marking that, a money of the Kyoto Protocol is not expended in building of heart-pump, that is basic them having a special purpose setting in accordance with an international legislation, and about what constantly declared Yu.
