FAS Held Meeting of Working Group of Freight Owners
OREANDA-NEWS. January 21, 2011. The Federal Antimonopoly Service (FAS Russia) held a meeting of the Working Group of freight owners formed by the Expert Council for Railway Transport, reported the press-centre of FAS Russia.
It was attended by representatives of the Federal Antimonopoly Service, the Ministry of Economic Development of the Russian Federation, the Ministry of Transport of the Russian Federation, the Federal Tariff Service, “Russian Railways” OJSC, “First Freight Company” OJSC (“PGK” OJSC), “Second Freight Company” OJSC (“VGK” OJSC) and large freight owners.
Participants discussed actual and prospective impact of creating создания “PGK” OJSC and “VGK” OJSC upon the cost of railway freight carriage, as well as the “regulations for providing cars to the consignors by a group of persons including: “Russian Railways” OJSC, “PGK” OJSC and “VGK” OJSC”.
According to members of the Working Group, the document, which regulates relations of the transportation market, needs corrections regarding the car delivery conditions, possible incidents of refusals and issues related to applications.
Pricing policy should also be improved. The tariffs should be adjusted for the market conditions, under which railway operators will work.
It is planned that the final version of the Regulations, upon introducing the necessary amendments and holding additional discussions with all interested parties, will be approved within two or three weeks.
