OREANDA-NEWS. January 20, 2011. The financial and budgetary discipline needs a substantial strengthening. This was announced by the Prime Minister Mykola Azarov at the beginning of the Government session.

"Exactingness, adherence to the professional principles, honesty and effectiveness in managing public funds – these are the key notions at the present stage of economic recovery that we are undergoing now," observed Mykola Azarov.

The Prime Minister mentioned that the President of Ukraine had rightly accentuated that unconditional budgetary and financial discipline were the epicenter of the Government attention: "Not to investigate the violations post factum, but prevent or at least stop the violations in time - - this is the task".

The Head of the Government observed that during 2008-2009 the issue of lawfulness and effectiveness of the public funds use at the government level had not been paid the due attention to. Thus in 2010 the inspections of the ventures’ performance made revealed violations in 94 % of cases at an amount of tens of billion UAH.

Besides, the prime Minister asked the Head of the State financial inspection Petro Andreev to concentrate first of all upon violations of the present officials in his report on the state of financial and budgetary discipline in the country: "Some new administrators, unfortunately, had not drawn conclusions from the performance of their predecessors and had not paid due attention to the financial discipline… We have to develop a system of timely revelation and elimination of the risks of financial discipline violation".

At the same time Mykola Azarov is dissatisfied with the actions of the heads of ministries and other institutions that they undertake to ensure the financial discipline at the subordinated units. In particular, said the Head of the Government, intolerable are the facts when representatives of the controlling institutions were not let to the units in, did not take into account their legitimate demands and proposals. There also exist a number of problems with lack of regulations of some issues of financial and budgetary legislation that create favorable conditions for losses of public funds.

The prime Minister informed everyone that the Government would discuss a resolution "On state of financial and budgetary discipline and measures of its strengthening" that was aimed at solving those problems.
