OREANDA-NEWS. December 16, 2010. In accordance with the decision of VolgaTelecom’s Board of directors Igor Rybnikov is appointed the Company’s Deputy General Director.

Igor Rybnikov continuing in the office of Vice-President – Director of the Volga branch of Rostelecom, in new capacity will be responsible for ensuring efficient interaction of Rostelecom and VolgaTelecom in the process of establishing a merger company of the basis of Rostelecom, as well as for solving the tasks related to this merger in the Volga Federal District.

Igor V. Rybnikov was born on July 5, 1961 in Pyazhieva Selga village of Prionezhskyi district of Karelia Republic. 

In 1984 he graduated from Leningrad Higher Military Communications School (specialty – wire communications). In 2004–2006 he graduated from Moscow Technical University of Communications and IT (MBA).

He has been working in communications industry since 1992 – at first as an engineer, then a leading engineer and chief of cable-line facilities service of territorial production center of DLD and TV No 23.

In 2001-2003 he held the posts of chief of TUSM-3, director of territorial department No 3 of North-West branch of Rostelecom.

In 2005 he was appointed Deputy General Director – Director of the Volga branch of Rostelecom. Since August 2010 he is Vice-President – Director of the Volga branch of Rostelecom.

He has taken the office of VolgaTelecom’s Deputy General Director since December 01, 2010.
