OREANDA-NEWS. December 16, 2010. Voronezh Regional Arbitration allowed the claim of Voronezh OFAS Russia about “Accept” Debt Centre” Ltd. violating Part 1 Article 15 of the Federal Law “On Protection of Competition” (restricting competition between economic entities), reported the press-centre of FAS Russia.

The Office of the Federal Antimonopoly Service in the Voronezh region (Voronezh OFAS Russia) invalidated the auction organized by “Accept” Debt Centre” Ltd. The subject of the auction was the contract for the works for building low pressure gas-distributing networks in the rural area under the regional target programme “Rural Social Development in 2005-2010”. The original contract price was around nine million Rubles.

The Commission of Voronezh OFAS Russia investigated the complaint and established that the auction notice indicated location for filing the bids as the address of a multi-storey building. The auction notice did not contain any specific information (the exact floor, the number of the office, etc.) enabling to identify the location for filing the bids with enough precision.

Under such circumstances some representatives of legal entities were unable to file the auction bids.

The Court ruled that the auction organizers had violated the law by restricting competition between economic entities.
