Government of Ukraine to Create Effective System of Management
OREANDA-NEWS. December 15, 2010. The Prime Minister of Ukraine Mykola Azarov said that the most important task of administrative reform is to establish effective management system. The Head of the Government said that introducing to labour collective, the Vice Prime Minister of Ukraine – Minister of Regional Development, Construction and Housing of Ukraine Viktor Tykhonov.
"The task of the management reform and administrative reform as it is sometimes called, is not only and not so much in reducing spending, reducing the size and cost optimization – that definitely will be one of the results, but most important is an effective management system that would meet requirements of the time would not bureaucratize processes in the country, would not delay decision making, but instead could provide the ability to react quickly and effectively to the situation in the country" - Mykola Azarov emphasized.
The Prime Minister said that during the past 20 years several attempts to reform the system of administration were made, but was not lead to its logical end: "We need it once to gain energy, determination and resolve the old problems." The Head of the Government noted that as the ministries and the agencies were downsized, so was the number of employees, but then nearly the number of officials was increased for 100 000 and the number of authorities has been nearly double. According to the Prime Minister, the result of such actions the labour efficiency has decreased significantly and the global crisis of 2008-2009 showed that the system is completely ineffective.
"This is not an easy reform, the reform is difficult, painful, because it affects the interests of tens of thousands of people ... The reform of government that is carried out in the country - this is our way to where we have to create a modern, efficient system of governance that combines the sectoral as well as the territorial principles of management" - Mykola Azarov emphasized.
