OREANDA-NEWS. December 14, 2010. The Federal Antimonopoly Service (FAS Russia) hosted a meeting of the Working Group of the Government Commission on the Administrative Reform, reported the press-centre of FAS Russia.

Representatives of the Federal Antimonopoly Service, the Ministry of Economic Development of the Russian Federation, the Ministry of Defence, the Ministry for the Protection of the Environment and Natural Resources of the Russian Federation, Rosprirodnadzor, the Ministry of Communications, Roscomnadzor (the Federal Agency for Supervision over Information Technologies and Communications), experts and members of non-government organizations took part in the meeting.

The attendees discussed the forthcoming tasks of the Working Group towards improving government regulation in the Russian Federation.

In particular, discussions focused on improvement of some functions and responsibilities of the Federal Service for Supervision over the Use of Natural Resources (Rosprirodnadzor).

Members of the Working Group recommended that the Ministry for the Protection of the Environment and Natural Resources and Rosprirodnadzor should continue their efforts on refining administrative regulations for execution of state functions and draft the administrative regulations for inter-branch cooperation between the Ministry of Industry and Trade and Rosprirodnadzor, when the Ministry exercises the state functions for granting licenses and in order to obtain such licenses the applicants need a permission (a report) from Rosprirodnadzor.

Members of the Working Group also discussed proposals for improvement of state regulation of the communications sector, drafted jointly by FAS Russia, the Ministry of Communications and Higher School of Economics with participation of the Office of the Government of the Russian Federation. As a result of the discussion, proposals of the Working Group were approved in the part of enhancing activities of the federal executive bodies and eliminating administrative barriers in the communications sector.

“The proposed initiatives are aimed at liberalization of the market of communication services, favourable conditions for developing telecommunication business, more simple customs procedures, and transparency of decision-making, particularly, when allocating the radio-frequency spectrum”, said the Head of the FAS Russia’s Department for Control over Transport and Communications, Dmitry Routenberg.

Also it was suggested that interested bodies and organizations can file additional materials to FAS Russia, as well as their comments or clarifications as part of the work for drafting proposals on improving activities of the authorities.
