OREANDA-NEWS. December 14, 2010. The Office of the Federal Antimonopoly Service in the Kostroma region (OFAS Russia) held the first session of the Expert Council on state and municipal procurement, reported the press-centre of FAS Russia.

Members of the Expert Council are specialists in the filed of state procurement, representatives of the authorities and local business community.

The first session approved membership of the Expert Council and its Regulations. Members of the Expert Council pointed out that FZ-94 Federal Law “On State Procurement…” is a procedural law, which describes the state procurement procedures and does not regulate the issues related to the starting procurement price and contract execution. At the next session in Q1 2011 members of the Expert Council will specially analyze the problems related to starting prices in procurement.

According to the Head of Kostroma OFAS Russia, Oleg Reveltsev, creating the Council will encourage compliance with the law on state procurement by both suppliers and customers. The Council’s work will be focusing on the aspects enabling the whole process of state and municipal procurement, from its planning to achieving real results, as well as creating conditions for fair competition between participants of state procurement.
